Off-plan property

Also known as: off plan property · buying off-plan · under-construction property

Definition

Off-plan property is property sold by a developer before it is built or finished, so buyers commit to plans, renders and a payment schedule instead of a finished unit. Its marketing is a distinct discipline, with long decisions, often overseas buyers and advertising permits.

The product is a promise, so trust is what's being sold: the developer's record, the payment plan, the handover date and what the finished unit will look like. That is why renders, floor plans and show apartments carry so much weight, and why every claim in an ad should be one the developer will stand behind. Dubai property advertising needs the right permit, and DLD said in October 2020 that advertising without the required permits brings progressive fines starting from AED 50,000.

On scale and economics, Emirates 24|7 reported 58,840 off-plan deals in Dubai in the first half of 2026, though outlets count total deals differently, so treat the figure as indicative. Property Finder wrote in July 2026 that broker commission on off-plan ranges from 2% to 8% and is paid by the developer, a portal's guide rather than a rule. Because the decision is long and often made from abroad, qualify on budget, timeline and whether the buyer wants to live in the unit or invest before a salesperson spends an hour on a call.
