Google Ads in Dubai: how to set up an account that pays back
Start with the most you can pay for one enquiry, then build around it: structure, keywords, negatives, ads, tracking and a 30-minute weekly routine.
The short answer
Set up a Google Ads account in Dubai by working out the most you can afford to pay for one enquiry, then building a few tightly themed campaigns around that ceiling. Start with exact and phrase match, block irrelevant searches every week, send each ad to a page that repeats its promise, and count calls, WhatsApp taps and forms before judging anything.
The first number in a Google Ads account isn't a budget or a bid. It's the most you can pay for one enquiry and still make money, and an account built without it can't tell a good month from an expensive one. Work that number out before you open Google Ads, then let it decide how many campaigns to build, which keywords earn money and when to stop. The order below runs from that ceiling to a weekly routine you can keep up.
What's the most you can pay for one enquiry?
Multiply the margin on a typical sale by the share of enquiries that become sales. Say a typical sale is worth AED 4,000, your margin is 30% and one enquiry in four becomes a sale. That works out at AED 1,200 of margin per sale and AED 300 per enquiry.
At AED 300 an enquiry you would be breaking even, so the number to aim for sits well below it. Treat the ceiling as a stop sign rather than a target: when the cost per qualified lead crosses it, change the campaign, the page or the offer before spending more. What performance marketing is, and how to tell if yours is working explains why qualified leads are the number to watch.
Then find out what a click costs where you sell. Keyword Planner, inside Google Ads, shows a bid range for each keyword in the location you choose, built from recent bids, and it describes your market better than any average printed in an article, including this one, while how much Google Ads cost in Dubai explains what moves the price. If one click in twenty becomes an enquiry, an AED 300 ceiling allows about AED 15 a click, and any keyword priced above that can't pay back until the page or the offer improves.
How many campaigns should a new account have?
Fewer than you'd expect: one for each service you'd be glad to sell tomorrow, split by language, plus one for searches of your own name. Each campaign gets its own budget, so a cheap, high-volume service can't quietly eat the money meant for the one that earns the margin.
| Campaign | Language | Location | Why it stands alone |
|---|---|---|---|
| Office cleaning | English | Dubai | Its own budget and its own landing page |
| Office cleaning | Arabic | Dubai | Copy written in Arabic, and a cost per enquiry you can read separately |
| Deep cleaning after fit-out | English | Dubai | Bigger jobs and different searchers |
| Company name | English and Arabic | Dubai | Cheap, high-intent clicks that would flatter the other three |
Language targeting is set per campaign, so a campaign aimed at both English and Arabic gives you one blended report and no way to see which language is the expensive one. Two campaigns add no cost on Google's side. The Arabic campaign needs copy written in Arabic, not translated into it, and the Arabic marketing guide shows what changes.
Set the location to where you actually serve, such as Dubai or the emirates you cover, rather than the whole country. Then open Location options and choose 'Presence', because Google's recommended default, 'Presence or interest', also shows your ads to people who have only shown interest in the place. Overseas buyers of Dubai property are the exception, since people abroad who are researching Dubai are the audience you're after.
Turn off search partners and the Display Network until Search on its own is paying back. Google's help page says search partners are included by default when you create a Search campaign, and reports differ on whether the Display Network box arrives pre-ticked, so look instead of assuming.
Pick the bidding strategy after tracking works. Google says Smart Bidding can be switched on without prior data as long as conversion tracking is enabled, and recommends judging results over a period that includes 30 or more conversions. Below that count the results are mostly noise, so manual bids with a ceiling are easier to reason about, and above it you can try Maximise conversions and watch whether the cost per enquiry holds.
Which keywords should a new account start with?
Phrases that name what you sell and where or how to buy it, in exact and phrase match, with broad match added last. Google's own advice is to pair broad match with Smart Bidding, which works once the account counts real enquiries. Before then, broad match spends your money on Google's guesses about what counts as related.
Test the keywords the way customers type them. Search your service in English, in Arabic script and in Arabic written with Latin letters (Arabizi), then read the autocomplete and the ads for each. If a competitor bids on the Arabic spelling and your list is English only, you've found a gap in ten minutes.
Add negative keywords before launch, not after the first wasted week. Unless one of them describes what you sell, start with jobs, vacancy, salary, walk in interview, free, course, training and PDF, then extend the list from the search terms report every week. Keep it in one shared list so every new campaign inherits it on day one.
What should the ad say, and what mustn't it say?
Put the words the person typed in the first headline, say what you do and where, and add one reason to choose you that you can prove. Google mixes headlines and descriptions automatically, so write each one to make sense on its own.
If an ad quotes a price, someone must be able to get that price. The UAE government portal says suppliers who advertise misleading prices and false data on goods and services face up to two years in prison and a fine of up to AED 2 million under Federal Law No. 15 of 2020, as amended, and it gives no minimum. This isn't legal advice, so confirm the current rules with the Ministry of Economy before you print an offer.
Sales and promotions need their own check. Dubai Economy said in June 2020 that traders must obtain a permit to run sales or promotional campaigns in Dubai. It is now the Department of Economy and Tourism, so ask that department about today's requirement, because no current fee or lead time could be confirmed for this guide.
Property and health ads are two cases where sector rules decide the copy before you do. Dubai property adverts run through Dubai Land Department permits, covered in the Trakheesi permit guide, and health advertising answers to the health authorities, covered in the healthcare marketing guide.
Where should the click land?
On the page that finishes the sentence the ad started. An ad for office deep cleaning should open a page about office deep cleaning, in the language of the ad, with the price or the next step visible before any scrolling. Landing pages for UAE ads covers what goes above the fold.
WhatsApp belongs on that page, next to the phone number. GWI's Q2 2026 survey, published by DataReportal, found that 84.1% of UAE internet users aged 16 and over had used WhatsApp in the past month, ahead of YouTube, Instagram, TikTok and Facebook. A six-field form asks the visitor to do more work than sending a message in the app they already use.
What should the account count?
Every route by which an enquiry reaches you, followed by what sales says happened next. For many UAE businesses that means three routes: a form, a phone call and a WhatsApp tap. Tally a month of enquiries by route before building any tracking, because if the form is the smallest of the three, form-only tracking is blind to most of your leads.
Phone calls need a plan of their own. Google's call reporting runs on Google forwarding numbers, and on 7 November 2026 the UAE was not among the countries on Google's help page for them. Until that changes, count taps on the call button, log calls in your own system or use a third-party call tracker, and follow the steps in conversion tracking for calls, WhatsApp and forms.
Mark the enquiry that matters as the primary conversion and anything softer as secondary, so bidding chases enquiries and not page views. Then ask sales which enquiries were real and feed that back, because conversion tracking can only learn from what it's told.
What does a 30-minute weekly routine look like?
- Search terms, 10 minutes: sort last week's search terms by cost, add negatives for anything you wouldn't sell to, and note any new phrase worth its own keyword.
- Conversions, 5 minutes: check that calls, WhatsApp taps and forms are still arriving, and compare the total with the enquiries your team logged. A count that falls to zero overnight is more likely a broken tag than a bad week.
- Budget and pace, 3 minutes: see which campaigns run out of budget before the day ends and which never spend it.
- Ads and status, 3 minutes: look for disapproved ads, limited campaigns and any change you didn't make.
- Sales feedback, 7 minutes: ask who answered last week's enquiries, how fast, and which ones were real. Write the answers next to the numbers.
- Change note, 2 minutes: one line on what you changed and why, so next month's review has a trail.
The sales feedback step matters more than any clever setting. A 2011 Harvard Business Review study of 2,241 US companies found that firms trying to contact a web lead within an hour were nearly seven times as likely to have a meaningful conversation with a decision maker as firms that tried even an hour later. It is old, American and an association rather than proof, but no Google Ads setting recovers an enquiry that waited a day.
When should you add Performance Max, Meta ads or retargeting?
Once Search is counting properly. Performance Max needs conversion data worth feeding it, Meta ads earn their place when too few people search for what you sell, and retargeting needs enough site visitors to build a list. If the enquiries arriving are poor, read why Google Ads leads turn out junk before adding anything.
Should you run it yourself or hire someone?
Run it yourself if you can give it 30 minutes a week. Hire help when the routine is the part that keeps slipping, or when one extra sale a month would cover the fee.
Our Google Ads and PPC service is priced on scope, and most of our monthly services start at AED 12,000 excluding VAT, with the published prices on the pricing page. If your monthly ad spend is smaller than that fee, the sums only work when one customer is worth a lot, and a freelancer for a few hours a month may fit better. What PPC management should include each month and how to choose a Google Ads agency will help you judge either.
Do this today: open Settings on your biggest campaign and check the location option, the networks box and the list of primary conversion actions. Ten minutes will show you whether the account was built around your numbers or around Google's defaults. The slips that cost the most are taken apart one by one in eleven Google Ads mistakes UAE businesses make.
Questions people ask
How much should I spend on Google Ads in Dubai to start?
Work backwards instead of picking a round number. Google suggests reading Smart Bidding results only once they cover 30 or more conversions, so divide 30 by your expected click-to-enquiry rate to get the clicks you need, then multiply by the click price Keyword Planner shows for your keywords. If that total is more than you can afford to lose, narrow the campaign before shrinking the budget.
Is Google Ads worth it for a small business in Dubai?
It is worth it when one extra customer a month covers the whole budget and you can answer enquiries quickly. Work out the value of an enquiry first: the margin on a sale multiplied by the share of enquiries that close. If your keywords cost more per click than that value allows, fix the page or the offer before spending.
Should I run Google Ads in Arabic and English?
Yes, as two separate campaigns. Language targeting is set per campaign, so a combined one hides which language costs more per enquiry. Give the Arabic campaign copy written by a native Arabic writer, its own keywords including Arabic written in Latin letters, and a landing page in Arabic that reads right to left.
How long before a new Google Ads account starts working?
Clicks start within days of ads being approved, but judging the account takes longer. Google recommends evaluating Smart Bidding once a period holds 30 or more conversions, so a low-volume account may need more than a month before the numbers mean anything. Review search terms weekly in the meantime, because that is where early waste shows.
