Google Ads or Meta ads in the UAE: which first?
Google Ads captures demand that already exists and Meta ads create it. A comparison table, a rule by business type, and why a fixed budget split is a myth.
The short answer
Start with Google Ads if people already search for what you sell, and with Meta ads if they don't know to look. Google captures existing demand and Meta creates it, so urgent and researched services suit Google first, while visual or new products suit Meta first. There is no fixed budget split: move money toward whichever channel has the lower cost per qualified lead.
Keyword Planner decides this faster than any opinion, and it takes ten minutes. Enter the phrases a customer would type to find you, set the location to the UAE or your emirate, and add up the monthly searches. Plenty of demand points to Google, which captures demand that exists, and almost none points to Meta, which creates it.
Then run the sum with placeholders until you have your own data. Say your ads win a click on one search in 25, and one click in 20 becomes an enquiry. That works out at one enquiry per 500 searches, so 20 enquiries a month needs about 10,000 searches across your phrases, and if Keyword Planner shows fewer than your version of that number, Google can't carry the target alone.
How do Google Ads and Meta ads differ for a UAE business?
| Question | Google Ads (Search) | Meta ads (Facebook and Instagram) |
|---|---|---|
| What is the person doing? | Looking for something right now | Scrolling, and not looking for you |
| What are you buying? | A click from someone who asked | Attention from someone who didn't |
| When does it work best? | Demand already exists, in words you can bid on | The product is visual, new, bought on impulse or needs explaining |
| When does it struggle? | Few people search for what you sell | The buyer needs the thing today, or the offer is dull |
| What must you supply? | Keywords, a matching landing page and tracking | Creative that stops the scroll, an offer and an audience |
| Where does the money leak? | Searches that were never buyers | Cheap leads that never answer |
| How do you judge it? | Cost per qualified lead, by search term | Cost per qualified lead, by creative, after follow-up |
| What is the WhatsApp route? | A button on the landing page | Click-to-WhatsApp ads that open a chat straight from the ad |
| What changes in Arabic? | Arabic keywords, including Arabic written in Latin letters | Arabic creative and captions written natively |
DataReportal reported that Meta's advertising tools showed Facebook with 10.2 million users and Instagram with 8.90 million in the UAE in late 2026. Those are advertising reach figures rather than people, and the two audiences overlap, so don't add them together. They do show that Meta can put your message in front of people who have never searched for you, which is demand creation, and Search cannot do that by definition.
Which should you start with, by type of business?
| If you sell | Start with | Why |
|---|---|---|
| Emergency or same-day services, such as repairs | Google Search | The need appears this hour and the customer types it. Meta can't catch it. |
| Services people research first, such as clinics or schools | Google Search, then Meta for follow-up | Ready buyers search, and Meta can remind the ones who visited and left |
| Products people discover rather than look for | Meta | Nobody searches for what they haven't seen yet. Add Google Shopping for people who search for a named product. |
| A new category nobody searches for yet | Meta | Google has no demand to capture until someone creates it |
| B2B with a small buyer pool | Google Search on high-intent terms | A small buyer pool wastes most of a broad Meta audience, and LinkedIn may fit better than either |
Treat the table as a starting point, not a verdict. A business can sit in two rows at once, such as a clinic that also launches a new treatment nobody has heard of, and then each product gets the channel its row suggests. The Google Ads set-up guide and the Meta ads starting structure cover the build on each side.
Is a 50/50 budget split sensible?
No, because no fixed split exists. Fund the channel with the lower cost per qualified lead until it runs out of demand, give the other a test budget you can afford to lose, and move money each month toward whichever delivers qualified leads more cheaply. Search runs out of demand when your best terms already have high impression share, because extra budget then buys worse searches.
Say Google Search brings qualified leads at AED 800 each up to a limit of AED 10,000 a month, and Meta brings them at AED 1,100 each with room to grow. Then, as an illustration and not a fixed rule, the next AED 5,000 belongs on Meta, because pushing Google past that limit would buy worse searches at a higher price, even though Meta looks dearer per lead. The sums stay honest only if both channels count cost per qualified lead the same way.
What changes with WhatsApp and Arabic?
WhatsApp changes how the two channels hand over a customer. A Google visitor lands on your page and chooses to tap a button, while a Click-to-WhatsApp ad on Meta opens the chat straight from the feed, so the first message may arrive with less context unless you pre-fill it. Ask whoever answers to record which ad each chat came from, and read Click-to-WhatsApp ads in the UAE before you build one.
Arabic changes the work on both sides, but differently. Google needs Arabic keywords, including Arabic typed in Latin letters, and Meta needs Arabic creative that a native writer produced. Either way, translated English reads as translated.
If your monthly ad budget is smaller than a management fee (our published pricing shows where ours start), skip the agency for now and run the Keyword Planner sum yourself today, then write the result next to your monthly enquiry target. That one comparison picks the first channel more reliably than any rule of thumb here.
Questions people ask
Is Google Ads better than Meta ads?
Neither is better in general. Google Ads suits businesses whose customers already search for what they sell, and Meta ads suit products people discover rather than look for. Check Keyword Planner for your main phrases: plenty of monthly searches points to Google first, and very few points to Meta first.
How should I split my budget between Google and Meta?
There is no correct percentage. Put most of the money behind the channel where a qualified lead costs less, keep a capped test budget on the other so you keep learning, and rebalance every month according to what each qualified lead actually cost.
Can Meta ads generate leads for service businesses in the UAE?
Yes, but expect more work on follow-up, because people who didn't search for you are less ready to buy. Measure qualified leads rather than form fills and reply quickly on WhatsApp. Click-to-WhatsApp ads start the conversation inside the app, which suits services that sell through chat.
Which is cheaper, Google Ads or Meta ads?
Neither has a fixed price. Google clicks cost what advertisers bid in your market, and Meta prices attention by audience and competition, so judge each by what a qualified lead costs, not what a click costs. Keyword Planner gives a bid range for Google keywords, and for Meta the honest test is a small budget and your own results.
