Performance Max in the UAE: when to use it, when not to
Performance Max suits stores with a feed and delivered-order data, and is risky for lead generation. Four tests, a decision table and the controls to set.
The short answer
Use Performance Max in the UAE when you sell from a product feed, have enough conversions to judge results (Google suggests 30 or more) and can measure value you actually keep, which usually means online stores. Don't make it your first campaign, and be careful with lead generation, where it can fill your CRM with junk and send visitors to pages you never approved.
One Performance Max campaign can put your ads on Search, YouTube, Maps, Gmail, Discover and Display, and it spends toward whatever you tell it counts as a conversion. That is the heart of the decision. When the conversion is a sale you keep, Performance Max is a strong tool, and when it is a form fill nobody checks, it is a very efficient way to buy junk.
When does Performance Max make sense?
When four things are true at the same time, and missing any one of them is a reason to wait.
- The account already has conversion data. Google says Smart Bidding can start without prior data, but its guide to reading the results starts at 30 conversions, and Performance Max runs on it, so an account that can't reach that count in a reasonable time can't tell whether the campaign works.
- The conversion is worth money: a purchase value net of orders that never arrive, or a lead your sales team has already marked as qualified.
- You can accept Google choosing where the ads appear, or you can switch off the choices that matter, such as the landing page.
- Someone will read the search terms and channel reports every week. Without that, nobody notices where the budget went until the month ends.
| Situation | Use it? | Why |
|---|---|---|
| Online store with a clean product feed and enough purchases to judge | Yes, next to Search | The feed and the purchase signal are the inputs it is built around |
| Online store taking mostly cash on delivery, with no record of which orders arrived | Not yet | It would learn from orders that include the ones that come back, so fix the conversion first |
| Lead generation where the form is the only conversion | No, run Search | Cheap form fills are the easiest thing for it to find |
| Lead generation with qualified outcomes uploaded from the CRM | Pilot at a capped budget | The signal is good enough to learn from, provided the controls below are set |
| Clinic, property developer or another regulated advertiser | Not without strict controls | Google may swap in a different landing page, and you answer for the claims on it |
| Brand-new account with no conversions | No | Search with proper tracking gives it something to learn from |
Why does cash on delivery change the sums for UAE stores?
Because a purchase recorded at checkout includes orders that never reach the customer, and Performance Max optimises on the value it is given. Quiqup, a UAE delivery company, said in May 2026 that for many merchants 20% to 35% of shipments come back as return-to-origin, and put a realistic target at under 10%. That is a delivery company's own estimate rather than an official figure, but it is large enough to matter.
Say Google reports AED 100,000 of conversion value on AED 20,000 of ad spend, a return on ad spend of 5. If a quarter of those orders come back undelivered, the value you keep is nearer AED 75,000, and the real return is 3.75 before the cost of the goods. Quiqup also notes that a returned parcel means paying for logistics twice.
The fix is to count the conversion later, or count less of it. Fire the purchase event only for orders that are prepaid or confirmed, or upload delivered orders as the conversion and accept that the signal arrives days late. Reducing failed cash on delivery orders covers the confirmation step, and working out your real ROAS shows what you keep.
What goes wrong when lead generation uses Performance Max?
The campaign learns from the conversion you give it, and a form fill is the easiest conversion to produce cheaply. Performance Max can also show on Display, YouTube, Discover and Gmail, where someone filling in a form is in a different frame of mind from someone searching for your service. Unless the account tells it which leads were real, it optimises for whoever fills in forms most cheaply.
Landing pages are the second risk. Google says Performance Max can replace the final URL with a more relevant page it picks, and that the advertiser stays responsible for reviewing generated content. For a clinic or a property developer, whose pages carry claims and permit numbers, that is a compliance risk before it is a performance one. For property, the Trakheesi permit guide covers the permit side, and for clinics the healthcare marketing guide covers the claims.
If you still want to try it for leads, treat it as a pilot: qualified outcomes imported as the primary conversion, your brand excluded, a capped budget, and a weekly read of what it bought. The junk leads guide shows how to run that read.
Which Performance Max controls should you set before launch?
- Conversion goals: one real action as primary and softer actions as secondary, so bidding chases the thing you would pay for.
- Final URL expansion: switch it off, or exclude pages, wherever the landing page and its claims need your approval.
- Brand exclusions: stop the campaign taking credit for searches for your own name, which are cheap to win and flatter the numbers.
- Negative keywords: add the list you already use on your Search campaigns.
- Location options: choose 'Presence', so the campaign doesn't spend on people who are only curious about the UAE from abroad.
- Audience signals: give it your customer list and past converters as a hint. Google describes signals as a way to speed up learning.
- Asset review: read every generated headline and description, and any video it builds, before it runs, and have a native Arabic reader check any Arabic text. Google says the advertiser remains responsible for that content.
- Reports: open the channel performance view and the search terms report each week of the first month, and note where the money went.
If a Search campaign has AI Max switched on, the same questions apply. AI Max adds search term matching, text customisation and final URL expansion to a Search campaign, and Google lets you turn each of them off, so ask who switched it on and why. The Performance Max glossary entry has the short definition.
When shouldn't you pay anyone to set it up, including us?
When the account has no conversion history, because the first job is Search with tracking that counts real enquiries or delivered orders, and that costs less to run. Also when your monthly Google budget is smaller than a management fee, since a few hours of a freelancer's time fits that size of problem. Most of our monthly work starts at AED 12,000 excluding VAT and is quoted on scope, across the PPC and Google Ads service and the e-commerce marketing service, so a Google budget below that fee is a reason to start on your own.
Before you decide, open the conversions page and write down how many conversions each of the last three months logged. If any month is under 30, put Performance Max on the list for later.
Questions people ask
Is Performance Max good for lead generation in the UAE?
It can be, but only when qualified leads are uploaded as the conversion and the controls are set. With form fills as the only signal it tends to find the cheapest forms rather than the best buyers. Run Search first, then pilot Performance Max with a capped budget and read what it buys every week.
How much budget does Performance Max need?
Google says Smart Bidding can start cold, but recommends at least 30 conversions before you judge the results. Work backwards from that: divide 30 by your expected conversion rate, multiply by your cost per click, and decide whether that total is money you could write off while the campaign learns.
Does Performance Max replace Search campaigns?
No. Keep Search for the terms you want to control, because Performance Max picks its own placements and matching. Use brand exclusions so it doesn't take credit for searches for your own name, and compare cost per qualified lead or per delivered order across both before moving any budget.
Why are my Performance Max leads poor quality?
Two causes are likely: the campaign is optimising for form fills rather than qualified leads, or it is reaching low-intent inventory such as Display, YouTube and Discover. Import qualified outcomes as the primary conversion, exclude your brand, review the search terms and channel reports, and consider moving the budget back to Search.
Does Performance Max work for UAE online stores?
It can, with a clean product feed, enough purchases to judge results and a conversion value that reflects orders actually delivered. Cash on delivery makes the last point harder, because Quiqup says 20% to 35% of shipments for many UAE merchants end up as return-to-origin, so checkout value alone overstates what you keep.
