Social media marketing in the UAE: start with WhatsApp, then choose a platform

Which platform to start with, whether you need Arabic, who answers the messages and what to measure. A plan for UAE businesses, built around WhatsApp.

The short answer

Start social media marketing in the UAE by planning where the conversation ends up, which is usually WhatsApp: 84.1 per cent of UAE internet users aged 16 and over used it in the past month, ahead of YouTube, Instagram, TikTok and Facebook. Then pick one main platform, post in the languages your enquiries arrive in, and measure enquiries and sales, not likes.

WhatsApp, not Instagram or TikTok, is the app most UAE internet users say they use. In GWI's Q2 2026 survey, published by DataReportal, 84.1 per cent of UAE internet users aged 16 and over had used it in the past month, ahead of YouTube at 81.4 per cent, Instagram at 78.5, TikTok at 75.5 and Facebook at 75.2.

WhatsApp's lead should shape the plan. Posts and videos are how people find you, but WhatsApp is where they ask the price and decide, so every piece of content needs a route that ends in a chat.

Which platform should a UAE business start with?

Start with one main platform, chosen by how your customers decide, and make WhatsApp the destination every post points to. Add a second platform only after the first has run on schedule for eight weeks without a gap. Two half-kept channels do less than one well-kept one.

Users shown by each platform's own advertising tools in the UAE, late 2026, as reported by DataReportal. The figures overlap and can't be added together.
PlatformUsers shownStart here when
Instagram8.90 millionCustomers choose with their eyes and can act in one tap: food, fashion, beauty, property, events
TikTok13.7 million, aged 18 and aboveYou can make short video every week and sell to consumers
LinkedIn12.0 million members, registered rather than activeYou sell to businesses and a founder or specialist can write under their own name
YouTube9.91 millionBuyers search for how-to answers or compare options before they contact anyone
Facebook10.2 millionYou already have a page customers message, or you run events and local groups
Snapchat5.09 millionOnly as a small paid test, after your first platform is working
X2.08 millionRarely the first choice for a business. Use it where your customers or the press already talk

Treat those figures as the size of the room, not a headcount. DataReportal counted 13.7 million social media user identities in October 2026 and says they may not be unique people, and the platform figures overlap because one person can appear on several. Add them up and you'd have far more users than residents, which is the clearest sign they were never a headcount.

To choose, ask your last 20 customers where they first saw you and write the answers down. That beats any chart, and it takes an afternoon. If the answers are scattered, pick by how the buying decision is made: by looking (Instagram), by trusting a person (LinkedIn) or by searching for an answer (YouTube).

Do you need to post in Arabic as well as English?

Count the languages your enquiries arrive in before you decide. The UAE government portal names Arabic as the official language and says expatriates outnumber UAE nationals, but it gives no percentage, and no official share of Arabic speakers turned up in the sources we checked. The national picture can't settle this for you, and your own inbox can.

A workable rule: go back through your last 100 WhatsApp enquiries and count the ones written in Arabic. If it's one in five or more, publish original Arabic posts, not Arabic captions on English designs. Below that, put Arabic on the posts where a decision gets made, such as offers, prices, locations and opening hours.

Original means written in Arabic from the same brief as the English, not translated afterwards. Translation shows, and the headline is where it shows first. The method is in Arabic content writing in the UAE, and the wider market is in Arabic marketing in the UAE. Designs need a right-to-left check too, because a layout that balances in English can break when it's mirrored.

What should you post, and how often?

Post answers before personality. A month of topics is already sitting in your WhatsApp enquiries: the questions customers ask before they buy, in their own words, and content marketing in the UAE shows how to turn them into pieces. Four kinds of post earn their place, and each week's plan should draw on at least two of them.

  • Answers: price, timing, risk and comparison questions. These replace a sales call, so they do the most work.
  • Proof: finished work, real customers with written permission, and numbers you can stand behind.
  • People: the founder or the specialist who does the work, speaking normally on camera.
  • Offers and dates: what's on, until when and how to claim it, tied to the UAE calendar.

Short vertical video is the one format you can make once and publish on Instagram, TikTok and YouTube without remaking it. Open on the answer, burn in captions in the language spoken, add the second language if your audience needs it, and finish on one action, usually a WhatsApp link. Video marketing in the UAE covers what to shoot and what to skip.

Three posts a week is a rhythm a small team can keep up. Daily posting usually needs a dedicated person, or quality drops. When you need more faces than your team can supply, there are two routes with different rules: customer content and paid creators.

Many small teams can run all of this themselves. If yours can't, our social media service does it for a monthly fee, and what social media management should include tells you what to expect from any provider.

Plan to the calendar, because demand moves with it. Ramadan 2027 is expected to begin on 8 February, subject to moon sighting, according to UAE Astronomy Centre projections reported by The National, so December and January are your planning window. The dates that move demand are gathered in the UAE marketing calendar, and tone is covered in Ramadan marketing in the UAE.

Who answers the comments and messages, and how fast?

Name the person and the reply time before you fix the posting schedule. A comment or DM is a lead who has already chosen to talk to you, and it goes cold quickly. Speed to lead is an operations problem that marketing gets blamed for, so whoever answers needs a script from sales and the authority to quote.

Pull the timestamps. Export the last 30 days of enquiries and count them by day and hour. The federal government works Saturday and Sunday with a half day on Friday, but private companies set their own working week, so your own data shows when customers actually write and when you need someone covering.

Reply in the language the message came in, and move to WhatsApp as soon as there's a real question. Put a WhatsApp link in your bio, under every video and behind the button on your ads. One cost note: since 1 October 2026 Meta has charged again for WhatsApp Business Platform service messages, with 1,000 free delivered service messages a month per business number, so guides that call customer service replies free are out of date. WhatsApp marketing in the UAE covers the set-up.

When does paid social make sense?

Put money behind posts that have already earned replies. A post that produced no questions organically won't start producing them because it has a budget. It'll produce expensive impressions.

Aim the budget at a conversation, not a click. Ads whose button opens a WhatsApp chat (click-to-WhatsApp ads) or a short form let you measure the cost that matters, which is the cost per qualified lead. Platform choice and structure are covered in social media advertising in Dubai and Meta ads in the UAE.

What are the rules for business posts?

As of November 2026, the first rule to check is the Advertiser Permit. The National reported in January 2026 that anyone who posts promotional content on social media needs it, paid or not, and Gulf News reported that it became mandatory on 1 February 2026 after the deadline was extended. The National Media Authority, which took over from the former media regulator in December 2025, now issues it.

People who promote what they sell themselves, or what a company they own sells, from a personal account are exempt, per The National. A creator promoting your products isn't within that wording, which is why influencer marketing in the UAE starts with checking the permit.

Content rules sit under the media law. Clyde & Co reports that Cabinet Decision No. 42 of 2025, in force from 29 May 2025, sets fines of AED 5,000 to AED 1,000,000 for content breaches and AED 10,000 to AED 100,000 for publishing immoral, misleading or fake content. Another law firm puts the top of the range lower, so treat the ceiling as unsettled. None of this is legal advice, and the National Media Authority is where to confirm. The detail is in social media rules in the UAE.

How do you measure social media marketing?

Measure in the order the money moves: conversations started, qualified enquiries, sales, and only then reach and engagement. Reach and engagement rate tell you whether the content is any good. They don't tell you whether the business is better off.

  1. 01Add one question to your first WhatsApp reply: 'How did you find us?' Record the answer next to the enquiry.
  2. 02Give every bio link, ad and creator its own tracking: UTM parameters on links, and a different pre-filled WhatsApp message for each source.
  3. 03Mark each enquiry qualified or not within a day, using criteria that sales has agreed: budget, timing, location, decision-maker.
  4. 04Review once a month on one page: enquiries by source, share qualified, sales, cost.

The off-plan campaign case shows why the quality column matters more than volume. In our Dubai off-plan performance work (2024 to 2025), the figure that mattered was a qualified lead rate of 35%+ against a 15 to 20% industry average, on about AED 80,000 a month in ad spend, with more than AED 3.6 million in property transactions traced to campaign leads. That's paid property marketing, not organic social, so read it as an example of what to measure rather than a promise of what social will return.

Start with a single sheet. Open WhatsApp, scroll back 30 days, and tag each enquiry with the language it used and where it came from. That sheet decides which platform you start with, whether you need Arabic, and who has to be awake when the messages arrive.

Questions people ask

01Which social media platform is best for businesses in the UAE?

Pick by how your buyers decide. Instagram suits visual, local businesses, LinkedIn suits B2B companies with a founder who can write, and YouTube suits buyers who search for answers. WhatsApp sits underneath all of them: 84.1 per cent of UAE internet users aged 16 and over used it in the past month, per GWI's Q2 2026 survey.

02How much should I spend on social media marketing in the UAE?

Start from what a customer is worth to you, not from a market average. Work out the most you can pay for a qualified enquiry, multiply by the enquiries you need each month, and that's your ad budget. Management is a separate fee. Magnetic Keys' monthly services start from AED 12,000 and are priced on scope, with ad spend on top.

03Do I need an Advertiser Permit to post about my own business?

The National reported in January 2026 that people who promote what they sell themselves, or what a company they own sells, from a personal account are exempt. A creator promoting your products isn't within that wording. Reports differ on some details, such as company accounts, so confirm with the National Media Authority. This isn't legal advice.

04Should my social media be in Arabic, English or both?

Let your enquiries decide. Count how many arrive in Arabic: if it's one in five or more, publish original Arabic posts rather than translated captions. The UAE government portal names Arabic as the official language and says expatriates outnumber nationals, but publishes no percentage, so a national average can't settle it for your business.

05How do I measure whether social media is working?

Track conversations started, qualified enquiries and sales by source, in that order. Ask 'How did you find us?' in the first WhatsApp reply, tag each enquiry, and review monthly on one page. Likes and reach tell you about the content, not about the business.
