TikTok ads in the UAE: who's there and what works
TikTok's ad tools showed 13.7 million adults in the UAE. Whether that helps you depends on one test: can you make video people watch for free first?
The short answer
TikTok works in the UAE for businesses that can film something people watch for free first. Post five different videos organically, then boost the best one as a Spark Ad, in the language of the audience you want. Skip it if you sell to a short list of named buyers, or can't produce video every week.
Before you spend a dirham on TikTok ads, post five videos for free and see which one people watch to the end. If none of them holds attention, no budget will fix that, and you've saved the budget. If one does, you've found your first ad.
Who is on TikTok in the UAE?
A lot of people, on two different measures. DataReportal's late 2026 count from TikTok's own advertising tools was 13.7 million users aged 18 and over in the UAE. That's an advertising reach estimate for adults and not a headcount of residents, so don't divide it by the population.
The second measure is a survey. GWI's Q2 2026 survey found 75.5% of internet users aged 16 and over in the UAE had used TikTok in the past month, against 78.5% for Instagram and 75.2% for Facebook. It's self-reported and measures something different from ad reach, but it suggests TikTok is a mainstream platform here and not a niche one.
Who should skip TikTok ads?
- You sell to a few hundred named companies. Buyers you can list by name are better reached on LinkedIn or through direct outreach, and how to get leads from LinkedIn covers that route.
- You can't make or commission a new video most weeks. One polished film a quarter gives you nothing to learn from, and learning is what the first month of TikTok is for.
- Nobody can answer enquiries quickly. Interest that starts on a video cools fast when the reply takes a day.
- Your sector needs sign-off for every claim. Under the Dubai Health Authority's social media advertising standard, content that names a facility needs its medical director's approval, including content made by influencers, and a weekly video habit is hard to keep up through that.
- Your buyer takes months and compares in writing. A property developer or a premium school may use TikTok to be recognised, but the sale gets made elsewhere, so cost per lead is the wrong way to judge it.
Move one: film five videos that don't need a budget
Use a phone and the people who actually work for you, and build each video on a different idea. A made-up Sharjah bakery might show the first batch coming out at 5 am, answer the question customers ask most, build a custom cake in thirty seconds, and ride along on a delivery run.
A few rules hold up. Put the point in the first second, not the logo. Shoot vertical, caption everything so it works on mute, and make it better with sound on. Keep one idea per video, and if it needs more than half a minute it's two videos. Get consent from anyone identifiable on screen.
Take care over music. Business accounts are generally limited to TikTok's commercial music library, so use tracks from there or music you've licensed. A trending sound that's fine on a personal account may not be cleared for a business post or an ad.
Move two: let the free posts choose the ad
Post the five videos across two weeks, then read the analytics for watch time and the share of people who watched to the end, not for likes. The video that holds viewers longest is the one to put money behind. If all five are weak, rewrite the idea, not the caption.
The most-liked video and the most-watched video can be different videos, and only the second tells you what keeps a stranger watching. Write the one number you'll judge by, such as average watch time, on a sticky note before you post the first video, and read the format basics in the glossary entry on short-form video.
Move three: boost the winner as a Spark Ad
A Spark Ad turns an existing organic post into an ad, so the likes, comments and shares already on the post carry over and the ad looks like content, not an interruption. Start with one winning video, one audience and one objective, and add a second video only when the first has had its run.
You can boost your own posts and, with permission, a creator's. The creator generates an authorisation code for each post in the app and chooses how long it lasts. The ad stops delivering when that authorisation ends, so put the expiry date in your diary. The commercial side of creator content is covered under whitelisting and in influencer marketing in the UAE.
Send the viewer where your team can answer fastest. For most UAE service businesses that means a WhatsApp message or a short form, and for a shop it means the product page.
Which language and which audience?
Use the language your buyer would use with a friend, and caption it. The UAE government portal says expatriates outnumber UAE nationals and gives no percentage, so one Arabic cut and one English cut is a sensible starting point, and a product aimed at a particular community may want captions or voice in that community's language as well.
Targeting settings can't tell you who will feel at home in a video, but the video can. Show faces, places and references your buyer recognises. For Arabic, have a native writer originate the line rather than translate it, because the ways translation goes wrong are listed in Arabic ad copy for the UAE. Don't guess the split either: look at which language your recent enquiries arrive in.
What do the advertising rules mean for TikTok?
TikTok ads fall under the same UAE rules as any other advertising. Clyde & Co reports that Cabinet Decision No. 42 of 2025, in force from 29 May 2025, sets fines of AED 5,000 to AED 1,000,000 for content breaches of the media law, Federal Decree-Law No. 55 of 2023, and AED 10,000 to AED 100,000 for publishing immoral, misleading or fake content. Another law firm describes the most serious fines as lower, so check current figures with the regulator.
The regulator is the National Media Authority, which was created in December 2025 to replace the earlier media council and two other bodies, according to Gulf News. For creators, the Advertiser Permit has been mandatory since 1 February 2026 for anyone posting promotional content on social media, whether paid or unpaid. People promoting their own products, or a company they own, through personal accounts are exempt.
If a creator or an employee presents your brand on their own account, ask whether they need a permit, and confirm the answer with the National Media Authority. Pinsent Masons reported in January 2026 that fines of up to AED 10,000 could apply, though sources differ on that figure and no report of a fine since the deadline turned up. Treat this as a dated summary (November 2026) and not as legal advice. The advertiser permit guide goes further.
Whether the app is allowed at all is a separate question, answered in is TikTok allowed in the UAE. If you'd rather have a team make and run the videos in English and Arabic, that is what our social media service covers.
This week, film the five, post them, and write the one number you'll judge them by. Everything after that is a decision you can make with evidence instead of an opinion.
Questions people ask
Does TikTok advertising work in Dubai?
It can, for businesses with video people will watch without being paid to. TikTok's own ad tools counted 13.7 million users aged 18 and over in the UAE in late 2026, per DataReportal. Whether it pays back for you depends on your video and how fast you answer enquiries. Test with organic posts first, then boost the one that holds attention.
What are Spark Ads on TikTok?
Spark Ads turn an existing organic TikTok post into an ad, so its likes, comments and shares carry over. You can boost your own posts, or a creator's with their permission. The creator generates an authorisation code per post and sets how long it lasts, and the ad stops running when that authorisation ends.
Do UAE influencers need a permit to promote my brand on TikTok?
Since 1 February 2026 the Advertiser Permit has been mandatory for anyone posting promotional content on social media, paid or unpaid, with an exemption for people promoting their own products or a company they own on personal accounts. Ask any creator whether they need one, and confirm with the National Media Authority. This isn't legal advice.
What is a sensible TikTok marketing strategy for a small UAE business?
Post five videos built on different ideas over two weeks and read the watch-time numbers. Boost the best one as a Spark Ad to one audience with one objective, send viewers to WhatsApp or a short form, and make more videos in the style of the winner. Judge it on enquiries that qualify, not views.
