SEO or Google Ads first in the UAE?

Use Google Ads to find out which searches turn into customers, then spend on SEO for those. A table to decide by cash, urgency, competition and buying cycle.

The short answer

Start with Google Ads if you need enquiries within about 90 days, and with SEO if you can wait six months. When you can fund both, run ads first and let the search terms report show which searches produce customers, then build SEO pages for those. Ads buy speed and stop when the budget stops. SEO is slower and keeps working.

Run Google Ads first to find out which searches turn into customers, then spend on SEO for those searches. Done the other way round, you pay months of SEO fees to rank for words that bring visitors who never enquire. The order matters more than the budget split.

How do you choose between them?

Seven conditions decide it. Count which column each row favours for your business, and let the majority win.

Which way each condition leans
If this is trueLean to Google AdsLean to SEO
You need enquiries within about 90 daysAds can run as soon as tracking and a landing page workFirst movement at 3 to 4 months at the earliest, and 6 to 12 on competitive terms
Cash is tight every monthAds need a budget every month and stop when it stopsFees come first, but there is no per-click charge once pages rank
Page one is held by portals, marketplaces and directoriesAds buy a position now, at auctionYou'd compete with their authority, so start with narrower searches
The purchase is quick: an urgent repair, a same-day bookingAds meet the search at the moment of needSlower to matter
The purchase takes weeks: a fit-out, a school, a propertyAds catch each search, but the buyer returns several timesPages that answer each stage of the research earn the return visits
The landing page converts badlyAds pay for every wasted clickSEO would send the same weak page more visitors, so fix the page first

When rows split evenly, run ads first, because ads produce the information that makes SEO cheaper.

How much can you afford to pay for an enquiry?

The most you can pay for an enquiry is your gross profit per customer multiplied by the share of enquiries you close. Say a made-up fit-out firm makes AED 60,000 gross profit per project and closes one enquiry in eight, so it can pay up to AED 7,500 for an enquiry and still break even. Say 1 in 25 visitors enquire (also made up), and the firm can then pay up to AED 300 a click.

Now take a made-up low-ticket business with AED 300 gross profit per customer and one enquiry in four closing, which gives a ceiling of AED 75 an enquiry. On the same made-up 1 in 25 enquiry rate, a click would have to cost under AED 3 for the sum to work, so ads lose money before any optimisation. The answer for that business isn't a better ad, it's a different channel.

Get real click prices from the bid ranges Google's Keyword Planner shows for each term, not from anyone's average. For the other half of the sum, break-even ROAS and cost per qualified lead show how to price an enquiry that actually turns into a sale.

How do ads tell you what SEO should target?

Ads sort searches by what they produce rather than by how hard they are to rank for, and that is the information most SEO budgets lack. Here is the sequence.

  1. 01Set up conversion tracking that counts calls, WhatsApp taps and form fills, with the WhatsApp ones tagged separately. WhatsApp taps and calls never touch a form, so a form-only count misses them.
  2. 02Run search campaigns on 20 to 30 specific terms, with English and Arabic in separate campaigns so each language shows its own cost per enquiry.
  3. 03Judge the results over enough conversions. Google's Smart Bidding guidance recommends evaluating results over periods with at least 30 conversions, or 50 for Target ROAS, which is a guide to judging and not a minimum for switching it on. At a made-up AED 500 per enquiry, 30 conversions is AED 15,000 of spend, so size the test around that.
  4. 04Open the search terms report and sort by conversions, not clicks. Keep the terms whose enquiries became customers, which means matching ad enquiries to sales in your CRM or WhatsApp log.
  5. 05Build or improve one organic page for each winning intent, and don't let two pages compete for the same search.
  6. 06Keep ads running on a term until its organic page sits among the first few results. Then pause the ads on that term for two weeks and judge by total enquiries, not clicks, because incrementality is the question.

Match your ad hours to the hours someone answers WhatsApp. The federal government's weekend is Saturday and Sunday with a half day on Friday, but private companies set their own working week, so read your own enquiry log by weekday and hour before you schedule anything.

When does SEO go first?

SEO goes first when the sum above fails for ads, because no click price will ever fit your margin, or when you have no monthly paid budget at all. It also goes first when the purchase is a long, researched one and your site already converts, since pages that answer each stage of the research keep working without a per-click charge. With no budget, the free local work in the Google Business Profile guide comes before either.

When do ads go first, and stay?

Ads go first when there's a date: an off-plan launch with a 90-day sell-through, a Ramadan offer, or the 32nd Dubai Shopping Festival, which runs from 4 December 2026 to 17 January 2027. Ads also stay as the main channel where page one belongs to portals you can't outrank, and as a test bed for every new service before it gets an organic page.

We sell both SEO and Google Ads management, so the order isn't a sales line. Don't buy SEO before you know which searches convert, and don't buy ads before the page converts. Write down your gross profit per customer and your close rate tonight, because that one multiplication tells you whether ads can work before you open an account.

Questions people ask

01Is SEO or PPC better for a new business in Dubai?

Neither wins outright. A new business has no data, so paid search is the faster way to learn which searches produce customers, and SEO is the better way to build something that keeps working. Run ads first for a few months, then build SEO pages for the searches that produced enquiries.

02Can I run SEO and Google Ads together?

Yes, and the combination works best in sequence. Ads show which searches convert, and SEO pages are then built for those. Keep ads running until the organic page ranks, then test pausing ads on that term for two weeks and compare total enquiries rather than clicks.

03How much should I spend on Google Ads to test?

Enough to see about 30 conversions, which is the amount Google's Smart Bidding guidance suggests for judging results. Multiply your expected cost per enquiry by 30. Say an enquiry costs AED 500 (a made-up figure), then the test budget is AED 15,000. Estimate your own cost from Keyword Planner bid ranges first.

04Which is cheaper, SEO or Google Ads?

Ads charge per click from day one. SEO costs fees upfront and months before results, then has no per-click charge. Which is cheaper depends on what a customer is worth and how contested your searches are, so run the break-even sum for both before choosing.

05Should I start with SEO if my budget is small?

Start with the free local basics: a complete Google Business Profile and steady reviews. A paid SEO retainer needs a high gross profit per customer to pay back, and paid search needs a click price that fits your margin. Run both sums before spending on either.
