How to advertise in Dubai for free, and what your time really costs
Free advertising in Dubai costs hours, not dirhams. Six routes, the hours each takes, and the rules that still apply to unpaid posts.
The short answer
Start with your Google Business Profile, then add one more free route: reviews, partner referrals, LinkedIn or WhatsApp messages to people who've agreed to hear from you. Free advertising costs hours, so price yours before you start. Unpaid promotional posts can still fall under the Advertiser Permit rules, though press reports say owners promoting their own business from personal accounts are exempt.
Free advertising in Dubai costs hours instead of dirhams, and the hours usually come out of the owner's day. Before you pick a route, put a price on that time. Say an hour of yours is worth AED 250 to the business (a made-up figure, so use your own). Ten hours a week of unpaid posting, replying and networking would cost AED 2,500 a week at that rate, so the test of a free route is whether it earns that back.
What does each free route cost in hours?
Plan on one to three hours a week for each of six routes, which adds up to ten if you try them all. The hours in the table are planning allowances for doing each route properly, not measured figures.
| Route | Hours a week | What it needs | It pays back when |
|---|---|---|---|
| Google Business Profile | 1 | A verified listing with correct name, address, phone and opening hours, real photos, and a reply to every review | People nearby search for what you sell |
| Reviews | 1 | A habit of asking at the moment the customer is happiest, with a direct link to the review page | You have repeat or word-of-mouth buyers |
| Referral partners | 2 | A short list of businesses that meet your buyers before you do, and a reason for them to mention you | Your buyers trust someone else before they trust you |
| 3 | A named person posting about real work, not just a company page | You sell to companies or senior people | |
| WhatsApp status and customer lists | 1 | A business number, consent from everyone you message, and something worth opening | You have past customers who've said yes to hearing from you |
| Community groups | 2 | Weeks of useful answers before any mention of what you sell | Your buyers gather in resident, parent or professional groups |
Add the column and you reach ten hours. At the made-up AED 250 an hour that would be AED 2,500 a week of your time, which is why the rule is to pick two routes, not six. Start with the Google Business Profile unless your buyers never search, then add the one that matches how your buyers meet you.
Why start with the Google Business Profile?
Because it's the one free route that puts you in front of people who are already searching, and you can't pay to move up, so effort is the only lever. Google's help page says local results depend mainly on relevance, distance and popularity, and that nobody can request or buy a better position. Popularity, which the page files under the heading prominence, draws on how many websites link to the business and how many reviews it has.
That gives you a short job list: choose the right categories, list your services, set opening hours that show Friday and the weekend exactly as you keep them, add real photos, and answer every review. No number of reviews guarantees a ranking, so treat them as one input among several. Google Business Profile in the UAE covers set-up and verification, and local SEO in Dubai covers what else feeds local results.
How do reviews, referrals and partners fit in?
They work the same way: someone who already trusts you vouches for you to someone who doesn't, and the only cost is remembering to ask.
Ask for a review when the customer says thank you, with a direct link, and read Google's review policy before offering anything in return. Getting more Google reviews covers the rules in the UAE.
For referral partners, write down which businesses meet your buyers before you do: letting agents, company-setup consultants, accountants, schools, gyms, whoever fits your trade. Give each one a single line describing who to send you and a WhatsApp link that works in one tap. Partners forget you unless remembering is effortless.
Can LinkedIn, WhatsApp and community groups carry the rest?
Each can, in the right conditions, and each has a limit.
LinkedIn pays back only when you sell to companies
The unit of effort is a named person posting about real work, with connections made to people you've actually dealt with. A company page alone gives a buyer no one to talk to. Count replies from people who could buy, not likes. Founder content on LinkedIn covers what to post.
WhatsApp works for people who have already said yes
A status update or a short message to a customer list is an hours job rather than a media buy, and it suits businesses with past customers who've said yes to hearing from you. TDRA's published consent rule covers text messages, and the safe habit on WhatsApp is the same: message only people who've agreed. Mass sending is where free ends, because Meta charges for WhatsApp Business Platform messages per delivered message, and bulk WhatsApp marketing has risks of its own.
Community groups pay back slowly
Answer questions for weeks without selling, read the group's rules first, and mention your business only when someone asks what you do. An admin who removes you ends the route, so there's no second attempt.
Do free posts need permits too?
They can. Press reports say the Advertiser Permit covers any promotional social media content, paid or not, and it has been mandatory since 1 February 2026, according to Gulf News. The same reports describe an exemption for owners who promote their own business from personal accounts.
That exemption doesn't obviously stretch to a friend who posts about you or to a free product handed to someone with a following, and reports differ on how the rules apply to companies, so ask the National Media Authority before building a plan on it. Property and health advertising have their own approvals, and nothing published suggests an unpaid post escapes them. This isn't legal advice. How to advertise in the UAE lists the permits sector by sector.
When does free stop being free?
When the hours cost more than a paid route would for the same enquiries. Say you spend two hours a week on a route for four weeks at that AED 250 rate, and it brings four enquiries. In this made-up case each enquiry cost AED 500 of your time.
If a paid campaign could deliver enquiries for less than that, the free route is the expensive one. Every month, multiply each route's hours by your hourly value, divide by the enquiries it produced, and drop the worst. That only works if you track where enquiries come from, starting in the first week. Ask every new enquiry how they found you, and set up conversion tracking on your page and phone number.
Paid help starts to make sense when your hours are worth more than the routes return, and the entry point is real: most of our monthly services begin at AED 12,000 a month, priced on scope. Our prices are published. Until then, pick two routes, block the hours in your diary for the next four weeks, and start the count.
Questions people ask
Is there a free way to advertise my business in Dubai?
Yes: a verified Google Business Profile, a habit of asking for reviews, referral partners, LinkedIn posts from a named profile, and WhatsApp messages to customers who've opted in. They cost hours rather than dirhams, so price your time first. Rules such as the Advertiser Permit can still apply to unpaid promotional posts.
Do I need an Advertiser Permit to post about my own business?
Reports describe an exemption for owners who promote their own business from personal accounts, and for some under-18s. Whether it covers a company's own page is less clear, and no official page could be checked, so ask the National Media Authority before relying on it. This isn't legal advice.
Can I post my offers in Dubai community groups?
Read the group's rules first, because the admin decides. Answer questions for a few weeks before mentioning what you sell, and keep offers to people who ask. Promotional posts can also fall under the Advertiser Permit rules even when unpaid, so confirm how they apply to you before you start.
How long does free advertising take to bring customers?
Asking past customers for referrals can produce enquiries within days. A Google Business Profile builds over weeks as reviews arrive, and website SEO is the slow route: our published timing is 3 to 4 months for first movement and 6 to 12 for competitive terms. Count enquiries by source from the first week so you know which route earns its hours.
