How to advertise in the UAE: channels, permits and a sensible first budget

Match the channel to what the buyer is doing, check which permit your sector needs before the first ad runs, and size the test from your own margin.

The short answer

Match the channel to what the buyer is doing: Google Search and Maps for people searching now, YouTube or LinkedIn for people comparing, Instagram, Facebook or TikTok for people who haven't thought about you yet. Check permits before the first ad runs, because promotional social posts can need an Advertiser Permit even when unpaid. Size the test budget by working back from the profit on one customer.

Where to advertise is the easy half of the question. The half to settle first is what has to exist before the ad runs: a permit for whoever is posting, a permit number for a property, an approval for a health claim, a permit for a sale. In the UAE those depend on what you sell and where the ad appears, and in one case they can apply even when nobody pays for the post.

Which channel fits what the buyer is doing?

Choose by what the buyer is doing right now, and the platform follows. There are four states, and each has a natural home.

Channels matched to the buyer's state of mind

Platform audience figures are advertising reach from each platform's own tools, and they overlap. In late 2026 DataReportal reported Facebook at an advertising reach of 10.2 million in the UAE, Instagram at 8.90 million, TikTok at 13.7 million adults and Snapchat at 5.09 million, with LinkedIn showing 12.0 million members. Read them as proof that each platform has scale. They can't be added together, and they aren't a count of residents.

WhatsApp needs its own line because the bill changed recently. Meta has charged for WhatsApp Business API messages per delivered message since 1 July 2025. From 1 October 2026 it also charges for service messages again, after a free allowance of 1,000 a month for each business number, and its change table shows a marketing rate rise for the UAE on the same date. Check Meta's current rate card before you plan a broadcast.

Which permits might your ads need?

Possibly more than one, depending on what you sell and where the ad appears. As of November 2026, published sources say the following. This isn't legal advice, and some details rest on law-firm and press reports rather than an official page, so confirm each with the authority named.

Promotional social media posts, paid or unpaid

The Advertiser Permit, now issued by the National Media Authority (set up in December 2025), is described in press reports as covering anyone who posts promotional content on social media, whether or not money changes hands. Gulf News reported it mandatory from 1 February 2026, after the grace period ended. People who promote their own business, or a company they own, from personal accounts are reported exempt, while the position of a company's own brand page is less clear from the published reports. See the Advertiser Permit.

On cost, Pinsent Masons reported in January 2026 that the permit was free for the first three years for citizens and residents who registered in time, then AED 1,000 a year. It also reported fines of up to AED 10,000 (sources disagree on whether that is a ceiling or a starting point). Ask the authority before relying on any of it.

Property ads in Dubai

Dubai property ads need a Trakheesi permit from the Dubai Land Department. DLD's page lists AED 1,000 for most permit types and AED 5,000 for a project launch event, with a further AED 20 knowledge and innovation fee, and brokers need a marketing contract with the owner for the listed permit types. DLD said in October 2020 that advertising without the required permits brings progressive fines from AED 50,000 and can end in a cancelled licence, so ask DLD for today's penalties. See Trakheesi and the permit guide.

Health and medical services

The Ministry of Health and Prevention is named as the competent authority for health advertising, and medicine ads need its approval, according to a CMS legal guide updated in May 2024. Some approvals for medical products may have moved to another body since, so ask which one applies. For Abu Dhabi, ask the Department of Health.

In Dubai, the Health Authority's 2022 social media standard asks a facility's official account to state its medical advertisement licence number, and bars absolute or exaggerated claims such as 'best' or '100%'. Its licensing manual, version 1.2 of 30 September 2026, says a clinic in its initial approval period may not advertise any health service. See healthcare marketing.

Sales and promotions in Dubai

Dubai Economy, now the Department of Economy and Tourism, said in June 2020 that anyone trading in Dubai needs a permit to run a sale or promotional campaign. No current fee or lead time could be confirmed, so ask the department before you fix dates for a White Friday sale, which starts the Friday following US Thanksgiving (27 November in 2026, worked out from the calendar), or for the Dubai Shopping Festival, which its organisers say runs from 4 December 2026 to 17 January 2027.

Prices and claims in any ad

The government portal says suppliers who advertise misleading prices or false data on goods and services face up to two years' imprisonment and a fine of up to AED 2 million under the consumer protection law, as updated in September 2026. That is a ceiling, not a typical penalty. Clyde & Co also reports media-law fines of AED 10,000 to AED 100,000 for publishing misleading or fake material, so keep every price and claim provable.

Marketing texts and calls

TDRA says marketing text messages need the recipient's explicit consent beforehand and may be sent only between 7 am and 9 pm UAE time. Clyde & Co reports that cabinet resolutions effective from 27 August 2024 allow marketing calls only between 9 am and 6 pm.

None of this is a reason to hold back. It's a reason to put the permit on the launch checklist next to the ad copy, so no campaign waits on an approval after the money is committed.

How big should the first test budget be?

Big enough to produce a number you'd trust, and no bigger than the profit one customer can pay for. Five steps get you there.

  1. 01Work out the gross profit on one customer: what they pay you over the time they stay, minus the cost of serving them.
  2. 02Decide what share of that profit you're willing to spend winning them. That's your ceiling per customer.
  3. 03Divide the ceiling by the number of enquiries it takes to win one customer. If one enquiry in five closes, divide by five. The answer is the most you can pay per enquiry.
  4. 04Decide how many enquiries you need before you'd believe the result. Google's guidance for judging Smart Bidding results is to wait for a stretch long enough to include at least 30 conversions, and 30 is a sensible target to borrow for any channel.
  5. 05Multiply the ceiling per enquiry by the enquiries you need. That's the most the test should cost, and with luck it will cost less.

Say one customer brings AED 4,500 in gross profit, you'll spend a third of it to win them, and one enquiry in five closes. In this made-up example the ceiling is AED 1,500 per customer and AED 300 per enquiry, so a test of 30 enquiries is capped at AED 9,000.

If you can't afford the cap, don't shrink the number of enquiries to fit it. A test of six enquiries is an anecdote. Choose a narrower audience, a cheaper channel or a free route first, such as the ones in how to advertise in Dubai for free.

What should you do when the first test misses?

Find the stage that failed before you touch the budget. Start with whether the ads ran: approvals, spend and conversion tracking all have to work before the result means anything. If the ads ran and nobody enquired, the offer, the page or the targeting is the problem, and more budget will buy more silence.

If people enquired and none bought, look at your reply time and your follow-up before blaming the channel. If customers came but each cost more than your ceiling, narrow the targeting first, then test another channel using what the first one taught you.

Write down two things before you open an ad account: the ceiling per enquiry and the permits your sector needs. If you'd rather have someone else build and run the account, PPC and Google Ads management is the service, and our prices are published.

Questions people ask

01Do I need a licence to advertise in the UAE?

It depends on what you advertise and where it appears. As of November 2026, promotional social media posts can need an Advertiser Permit, property ads in Dubai need a Trakheesi permit, health advertising has its own approvals, and sales promotions in Dubai need a permit. Confirm each with the relevant authority. This isn't legal advice.

02Which platform should I advertise on in the UAE?

Use Google Search when buyers search for what you sell, Instagram, Facebook or TikTok when they don't know they need it yet, LinkedIn when you sell to companies, and WhatsApp for customers who've opted in. Start with one and judge it over enough conversions before adding another.

03How much should I spend on my first ads?

Work back from profit. Decide the share of one customer's gross profit you'd give up to win them, divide by the number of enquiries each sale takes, and multiply by the enquiries you need before you'd trust the result. That total is the cap for your test, not a target to spend.

04Is the Advertiser Permit free?

Not necessarily. A law-firm report from January 2026 described a free first three years for citizens and residents who registered before the deadline, then an annual fee of AED 1,000. A new applicant shouldn't assume the free period still applies, so ask the National Media Authority for the current fee.
