Fashion marketing in the UAE: brand first, then performance

In fashion the order isn't the sale, because returns come back. Get the brand and the returns maths right first, then add ads, creators and an Eid calendar.

The short answer

Fashion marketing in the UAE should start with the brand and the returns data, then add performance ads. Ad platforms report the order, not the parcel that comes back, so work out your margin after returns first. Use Instagram to browse, TikTok to show the garment moving, WhatsApp to close, and check every creator's Advertiser Permit.

In fashion the order isn't the sale. The sale is the order minus whatever comes back, and ad platforms report the first number unless you feed refunds back to them. That's the case for putting brand first: the work that decides whether a customer keeps the garment, which is honest photography, fit information and a look people recognise, sits upstream of the ad that sells it.

What do returns do to your ad maths?

Returns move the break-even point. Consider a fictional label with an AED 300 average order, AED 105 of product cost, AED 25 delivery and AED 9 in payment fees. Suppose 20% of orders come back, with the garment restocked, delivery paid both ways and the payment fee not refunded.

A fictional label, per order placed, with hypothetical numbers
LineNo returns20% of orders returned
Revenue keptAED 300AED 240
Product costAED 105AED 84
Delivery, out and backAED 25AED 30
Payment feesAED 9AED 9
Left to pay for adsAED 161AED 117
Break-even ROAS on the platform's number1.92.6

In the fictional label, the same ads at the same price now have to return about 2.6 times their spend in platform-reported revenue instead of about 1.9 before they earn anything. Break-even ROAS and the post on real ROAS show how to work out your own.

Two kinds of return get confused. One is the parcel that is never accepted, which logistics firms call return to origin. Quiqup, a UAE delivery company, said in May 2026 that many UAE merchants see rates of 20 to 35%, and that under 10% is a realistic target. That's a delivery company's estimate, not an official figure.

The other kind is the garment that comes back after delivery because it didn't fit. We couldn't find a sourced UAE rate for that one, so measure it yourself by product and by size. The guide to failed cash on delivery orders covers the first kind.

When is a fashion label ready for performance ads?

When four things are true. If any one is false, the next dirham belongs in the foundation, not in the ad account.

  • A hero product with proof. Reviews or customer photos on the page do the job a salesperson would do in a shop.
  • Margin after returns, by product. The table above is the template.
  • A delivery and exchange promise you keep. An ad can't repair a broken promise.
  • A WhatsApp number that answers sizing questions within the hour. 'Will this fit?' is the sale.

The three fashion cases in Magnetic Keys' case file all sit in this foundation layer. Flagfin (fashion, India, 2022) was brand refresh direction and digital commerce presentation. Rekenekt (fashion, India, 2024) was visual identity and a storefront-facing brand presence. La Rebelde (fashion and e-commerce, India, 2023) was e-commerce identity, brand presentation and digital product display.

All three are India-based labels and the case records claim no sales results, so none of them tells you how a UAE campaign performs.

Instagram, TikTok or WhatsApp: which does what?

All three, doing different jobs. Meta's tools showed Instagram with 8.90 million users in the UAE in late 2026, and TikTok's showed 13.7 million users aged 18 and above, according to DataReportal's Digital 2027 report. Those are advertising-reach figures from two platforms' tools, so don't add them together or rank the platforms by them.

Give Instagram the catalogue job: a grid people can save and come back to. Give TikTok the movement job, showing the garment moving, which a size guide can't, and let Spark Ads put a creator's post behind paid reach. Give WhatsApp the closing job. In GWI's Q2 2026 survey, 84.1% of UAE internet users aged 16 and over had used WhatsApp in the past month, ahead of Instagram at 78.5% and TikTok at 75.5%. A label with no WhatsApp number on its product pages is ignoring the most-used app in that survey.

How do you work with creators and modest-wear customers?

Check the permit before you send product or money. The Advertiser Permit became mandatory on 1 February 2026 and covers promotional social media posts, paid or not. The exemption covers people advertising their own goods or services from personal accounts, which doesn't obviously cover a creator you gift an outfit to. This isn't legal advice.

Pinsent Masons reported in January 2026 that the penalty for posting without a permit could reach AED 10,000. Other sources frame that figure differently, so treat it as unsettled. Press and law-firm reports differ on other details too, which is why the answer should come from the National Media Authority and not from the creator.

Put the rest in the brief: proof of the permit, the go-live date, how long you may reuse the post in ads (the UGC rights post covers this), and an approval step before it posts. If you'll run the post as an ad from the creator's handle, that's whitelisting and the brief should say so. Choose a micro-influencer whose followers already wear what you sell over a bigger account that doesn't.

Modest wear changes the product page more than the ad. Describe coverage plainly: length in centimetres, fabric weight, whether it's lined or sheer, how it sits when the wearer moves. Show it on more than one height and size.

Name products in Arabic script as well as Latin letters, because one garment is spelt several ways in English and shoppers may search in either script. The entries on transliteration and Arabizi explain why.

Campaign imagery is content under the media law. Clyde & Co reports fines of AED 10,000 to AED 100,000 under Cabinet Decision No. 42 of 2025 for publishing content that is immoral, misleading or fake. The sources don't define 'immoral', so if a shoot pushes boundaries, ask the authority or a lawyer before shooting, not after posting.

How should a label plan the year?

Around a short list of dated moments, all as of 7 November 2026, with the Ramadan and Eid dates expected and subject to moon sighting.

MomentDateWhat to decide
White FridayAmazon Ads describes it as starting on the Friday after US Thanksgiving, which is 27 November in 2026 by the calendar. We couldn't confirm any retailer's dates by 7 November, so plan for late November.Which products go on offer, and which never do.
National Day2 and 3 December on the UAE government portal. Check for a notice before dating an offer.Whether a holiday-weekend drop covers its delivery cost.
Dubai Shopping Festival4 December 2026 to 17 January 2027Whether your sale needs a Dubai promotion permit, and the date the sale price ends.
RamadanExpected from 8 February 2027Evening-wear and gifting content, and the delivery promise for Eid.
Eid Al FitrExpected 9 or 10 March 2027The last-order date, set by the rule below.
Eid Al AdhaExpected 16 or 17 May 2027The same rule, for the second Eid.

Admitad, an affiliate network, is the source for the one Ramadan figure we can cite. Khaleej Times reported in February 2026, citing Admitad, that UAE online sales (gross merchandise value) rose about 20% during Ramadan 2025. That's a network's figure reported by a newspaper, so treat it as direction, not a forecast.

In Dubai, a sale may need a permit. Dubai Economy said in June 2020 that traders must get one for sales and promotional campaigns, and we couldn't confirm today's fee or lead time. Ask the Department of Economy and Tourism before the first sale date goes live.

Work backwards from the earliest expected Eid date to set a last-order date. Suppose a fictional label's slowest delivery takes four days and it wants a three-day buffer for size exchanges. The last day to promise Eid delivery is then seven days before the earliest expected date, which is 2 March for an Eid expected on 9 March 2027. Put that date in the ad, not in the small print.

What should you ask a fashion marketing agency?

Four questions, and the answers to be wary of.

  • How will you report revenue after returns, not just ROAS? Bad answer: 'We report what the platform reports.'
  • Who checks each creator's Advertiser Permit, and where is the record kept?
  • Who owns the ad accounts, the creator content and the rights to reuse it? Ad accounts, pages and files should stay in your name.
  • Is the Arabic copy written by a native writer, or translated? Bad answer: a translation tool.

If you don't yet have a hero product with proof or any returns data, a retainer is the wrong first spend. Most of Magnetic Keys' monthly services start from AED 12,000 a month, excluding VAT, and an e-commerce marketing team can only amplify what the product page already earns. Fix the page, the size guide and the photography first.

Start with the returns column. Pull the last 90 days of orders, mark every one that came back, and split the result by product and size. Let that decide which product gets the next dirham of ad spend.

Questions people ask

01Is Instagram or TikTok better for a fashion brand in the UAE?

Use both, for different jobs: Instagram for the catalogue people save and return to, TikTok for showing the garment moving. Meta's tools showed 8.90 million Instagram users in the UAE and TikTok's showed 13.7 million adults in late 2026, but those are advertising-reach figures from different tools, so don't rank the platforms by them.

02Do fashion influencers in the UAE need a licence?

In general, yes: they need an Advertiser Permit, mandatory since 1 February 2026 for promotional posts on social media, paid or unpaid. People who promote their own business from personal accounts are exempt. Reports differ on other details, such as a separate trade licence, so ask the National Media Authority. This isn't legal advice.

03When should a UAE fashion brand start its Eid campaign?

Work backwards from the earliest expected Eid date. Subtract your slowest delivery time and a buffer for exchanges to get the last-order date, then announce it in the campaign. Eid Al Fitr is expected on 9 or 10 March 2027 and Eid Al Adha on 16 or 17 May 2027, subject to moon sighting.

04How do you reduce returns in online fashion?

Measure them first, by product and by size, because the pattern shows whether the problem is fit, photography or expectations. Then fix the size guide, show the garment on different heights, describe fabric and coverage plainly, and answer sizing questions on WhatsApp before the order rather than after it.
