Is WhatsApp allowed in Dubai? What businesses can and can't do

Messaging on WhatsApp works in Dubai. Calling is governed by a separate TDRA policy. What businesses can send, promise and call, and where the rules stop.

The short answer

Yes. WhatsApp messaging works in Dubai, and in a 2026 survey 84.1% of UAE internet users aged 16 and over had used it in the past month. Calling is the exception: TDRA says third-party internet voice and video calls need a licensed, partnered or approved provider, so check its list before promising customers a WhatsApp call.

WhatsApp messaging is allowed in Dubai and in everyday use. In GWI's Q2 2026 survey, published by DataReportal on 4 November 2026, 84.1% of UAE internet users aged 16 and over said they'd used it in the past month, with YouTube next at 81.4%. The part with a rule attached is calling. A business has a second set of questions on top: what it may send, to whom, and who holds the conversations.

What do the rules say about WhatsApp calls?

TDRA, the UAE telecoms regulator, says in its FAQ that voice and video calls over the internet from third-party providers fall under its VoIP policy. It says using such software to make calls is illegal unless the provider is licensed by TDRA, works with a licensee, or has TDRA's approval. A separate entry warns that someone using VoIP outside those arrangements for international calls may be committing a criminal offence. TDRA also says it publishes a list of the applications it has approved.

The FAQ, as viewed on 7 November 2026, doesn't name WhatsApp. Blogs and travel guides give conflicting answers about whether WhatsApp calls work, and none of them is a safe basis for how a business operates. Check TDRA's current approved list yourself, and if the answer matters to your operation, ask TDRA or a UAE lawyer. This isn't legal advice.

The working rule is to never make a customer's call depend on WhatsApp calling. Print an ordinary phone number beside your WhatsApp number on the website, in ads and on signage, and have staff phone customers on the normal network. Those FAQ entries cover voice and video calls and don't address text chat.

What can a business do on WhatsApp in Dubai?

Most of what a business wants to do works, with a permission rule attached to anything promotional. The table sets out where each activity stands and what to check.

Post offers on a Channel or StatusThe Advertiser Permit has been mandatory since 1 February 2026 for promotional content on social media, paid or unpaid, with an exemption reported for people promoting their own products on personal accounts. Whether a WhatsApp Channel or Status counts isn't confirmedAsk the National Media Authority, and see the Advertiser Permit entry

If you advertise property or health services, your sector has its own advertising permits. Dubai Land Department runs its advertising permit through the Trakheesi system, and a CMS guide updated in May 2024 names the Ministry of Health and Prevention as the competent authority for medical and health advertising, though some approvals may have moved to another body, so check which applies.

We couldn't confirm whether a one-to-one WhatsApp message counts as an advertisement for either. Ask the authority, and treat anything that reads like an advertisement as one. Our guides to Trakheesi permits and healthcare marketing cover the detail.

Promises count too. A price or an offer in a promotional message is advertising, and the UAE government portal sets the ceiling for advertising misleading prices and false data at up to two years in prison and a fine of up to AED 2 million. That's a ceiling, not a typical penalty, and the portal gives no minimum.

Why staff phones are the risk most businesses miss

It's easy to worry about whether WhatsApp is allowed and never ask where your customer conversations live. If your team chats with customers from personal phones, every quote, every agreed delivery date and every customer number sits on a device the company doesn't control. When that employee leaves, so does the history.

You don't need the PDPL regulations to see the problem. They were still outstanding in Morgan Lewis's report of 15 June 2026, and the plain business point doesn't wait for them: a company that can't say where its customer conversations are kept can't find the quote when a customer denies it.

  • A company-owned number for each team, on the free Business app or the API, not an employee's own SIM.
  • Conversations logged somewhere the company can search, whether that's a shared inbox or a CRM.
  • Opening hours on the profile. The federal government weekend is Saturday and Sunday with a half day on Friday, but private companies can set their own working week, so customers can't guess yours.
  • A rule that prices and offers in promotional messages are checked before they go out, and honoured afterwards.
  • A leaver routine: access removed on the last day, open chats handed to a named colleague.

One test for today. If your best salesperson left this afternoon, could you still read every conversation they've had with a customer this month? If you can't, fix that before you print the number on anything else.

Questions people ask

01Is WhatsApp banned in Dubai?

No. WhatsApp messaging is in everyday use in the UAE: 84.1% of internet users aged 16 and over used it in the past month in GWI's Q2 2026 survey. The rules that exist concern internet voice and video calls, which TDRA's FAQ treats as a licensed service. TDRA publishes a list of approved calling apps, so check it before relying on any app for calls.

02Why do WhatsApp calls not work in the UAE?

The cause on a given phone or network can't be confirmed, because TDRA's FAQ doesn't name WhatsApp. It does say third-party internet voice and video calls fall under its VoIP policy and are illegal unless the provider is licensed, works with a licensee or has TDRA's approval, and it points to a list of approved applications. Use an ordinary phone call for anything important.

03Can a UAE business use WhatsApp to sell to customers?

Yes. Replying to customers who message you, taking bookings and sending order updates are ordinary uses. Promotions need the recipient's prior permission under Meta's rules, and TDRA's explicit-consent standard for SMS is the nearest UAE rule. Sector advertising rules, such as property and health permits, may also apply, so ask the relevant authority.

04Do I need an Advertiser Permit to post offers on a WhatsApp Channel?

Nobody can say for certain from the sources available. The Advertiser Permit has been mandatory since 1 February 2026 for promotional content on social media, paid or unpaid, and press reports exempt people promoting their own products through personal accounts. Whether a WhatsApp Channel or Status counts isn't confirmed, so ask the National Media Authority.
