How the WhatsApp Business API works, and whether it's free

What the API does that the free WhatsApp app can't, what Meta charges now that customer replies aren't free, and how to tell if you've outgrown the app.

The short answer

The WhatsApp Business API lets software, rather than one phone, send and receive messages on your business number. It isn't free: Meta charges per delivered message, with 1,000 free service messages per number each month from 1 October 2026, and a provider charges for the software on top. Stay on the free app while one or two people can answer every chat.

If a guide to the WhatsApp Business API tells you that replying to customers is free, it's out of date. That ended on 1 October 2026: Meta now charges for delivered service messages again, with the first 1,000 a month on each business number free, so a budget built on older advice will come in low.

What does the API actually do?

It's a connection, not an app. Your business number is registered on Meta's platform, and software sends and receives messages through it. That software is what your team actually sees: a shared inbox, a chatbot builder or your CRM, usually supplied by a provider.

That's why the API can do what the phone app can't: several agents on one number, automatic replies, messages triggered by events in other systems, and conversations logged against the customer record. It's also why the API has no screen of its own. What to automate on top of it is a separate question, and WhatsApp automation in the UAE covers it. Here is how a message travels.

  1. 01A customer messages your number from an ad, your website or a QR code on your counter. Meta doesn't charge for messages customers send you, and a 24-hour timer starts. Meta calls it the customer service window.
  2. 02The message lands in your provider's software, where an agent or a bot can answer it.
  3. 03While the window is open you can send any reply you like. Each delivered reply is a service message, so it counts against your 1,000 free ones for the month. Every new message from the customer restarts the 24 hours.
  4. 04When the window closes, the only thing you can send is a template: text written in advance and approved by Meta, in one of three categories (marketing, utility or authentication), each priced on its own.
  5. 05To start a conversation yourself you need a template and the person's permission to be messaged on WhatsApp.

Is the WhatsApp Business API free?

No. You pay Meta for the messages and a provider for the software, and neither bill is fixed. Meta moved to per-message pricing on 1 July 2025: a message is charged when it's delivered, at a rate that depends on its category and on the country of the person receiving it.

On 1 October 2026 Meta started charging again for service messages, and for utility templates sent while the 24-hour window is open. Both had been free. The first 1,000 service messages a month on each number stay free, and messages customers send you aren't charged. The same change table lists a rise in Meta's UAE marketing rate. The page doesn't print the new rate, so we won't guess one: open Meta's current UAE rate card before you budget.

One more thing to check. Meta's page says that without a payment method on file, service messages are delivered only within the free 1,000 and are not delivered after that. Businesses were asked to add one by 30 September 2026. If replies from your number have gone missing since October, look at billing first.

Here's the sum to do before any demo. Say a business gets 400 enquiries a month and its team sends five replies in each conversation. That's 2,000 service messages a month: 1,000 free and 1,000 billable at Meta's rate. Double the enquiries and three-quarters of the replies are billable. Count your own enquiries and replies per conversation first, because the rate card is the easy part.

Chats that start from a click-to-WhatsApp ad are treated differently. Meta's page says a reply sent inside the 24 hours opens a free window that can stay open for up to seven days. That's one reason to answer ad chats fast, and the click-to-WhatsApp guide goes through it.

A provider's fee is separate, and it comes in different shapes: a monthly subscription, a mark-up on Meta's rates, or both. Ask for the all-in price per 1,000 delivered messages at your expected mix, with Meta's charge shown as its own line.

App or API: have you outgrown the free app?

You've outgrown the free app when one phone can no longer answer every chat on time. Until then it's a good product for a small team, and the API is a different tool for a different job, as the table shows.

The test is one question about last month. Did any lead wait more than an hour for a first reply because the one person holding the phone was busy, off shift or asleep? If yes, you've outgrown the app. If no, moving to the API will mostly add cost and another login for your team.

Plan for the API sooner if you intend to push ad traffic into WhatsApp, or you want chats logged against customers in a CRM. The slow part isn't switching it on. It's deciding who owns each chat and what gets written back. Our Pipeline Install package does that wiring for AED 42,000 excluding VAT, with licences and Meta's message charges paid separately.

What are templates, and who can you message first?

A template message is written in advance and approved by Meta, and you need one whenever you start a conversation or the 24-hour window has closed. Utility templates cover what a customer is waiting for, such as an order or booking update. Authentication covers one-time codes. Marketing is everything promotional, and it's the category Meta's change table shows rising for the UAE.

The window doesn't follow your working week. A customer who messages on a Friday evening and gets a first reply on Monday morning has missed the 24 hours, so that reply has to be an approved template. If enquiries reach you over the weekend, have a template for the first reply approved before you need it.

Meta treats each language version of a template as a separate template, and it doesn't translate anything for you. For an Arabic and English audience that means two sets to write and submit, and the Arabic ones should be written by a native speaker rather than run through a translation tool.

Opt-in is the rule that matters most, and Meta's pricing page states it plainly: you can only message people who have agreed to hear from you. In practice that means asking, wherever you collect a number, whether the person wants WhatsApp messages, and keeping the answer with the date. What happens to numbers that skip this step is in our guide to bulk WhatsApp marketing.

Ask these six questions before you sign with a provider

  • Whose name is the WhatsApp Business Account in? It should be your company's. If it sits in the provider's account, you can't take the number, the templates or the history with you when you leave.
  • What is the price per 1,000 delivered messages, with Meta's charge on its own line? A single blended figure hides the mark-up.
  • Can several agents share the number, and does the inbox show Arabic right to left without breaking?
  • Do conversations write back to our CRM, and does the ad that started the chat come with them?
  • Can my team keep using the Business app on this number, or does connecting the API switch the app off? Setups differ, so get the answer in writing.
  • Who rewrites a template when Meta rejects it, and how long does that usually take?

A provider that hesitates over the first question has already told you what leaving will be like.

Questions people ask

01Is the WhatsApp Business API free?

No. Meta charges per delivered message, with exceptions such as messages customers send you and the first 1,000 service messages per number each month, and a provider charges for the software. Since 1 October 2026 your replies to customers are no longer free beyond that allowance. The free product is the WhatsApp Business app, not the API.

02What is the difference between the WhatsApp Business app and the API?

The app is a phone app for one person's chats, with simple tools such as a greeting message and labels. The API connects your number to software, so several agents, chatbots and your CRM can use it, and you can send approved templates. The app is free, while the API is billed by Meta per message plus a provider fee.

03Do I need a provider to use the WhatsApp Business API?

Unless you have developers who will build and maintain your own inbox, yes. The API has no inbox of its own, so someone has to supply the software your team works in. Whichever route you take, the business account should be registered in your company's name, not the provider's.

04Can I send promotional messages to a list of numbers on the API?

Only to people who have opted in to hearing from you, and only with a marketing template Meta has approved. Meta's pricing page states that you can message only users who have opted in. A purchased list is not opt-in, and using one puts the number at risk.

05How much does the WhatsApp Business API cost in the UAE?

There is no single figure. Meta's rate depends on the message category and the destination country, and its page shows a UAE marketing rate increase from 1 October 2026 without printing the new rate. Count your monthly messages, then ask for Meta's current UAE rate card and the provider's all-in price per 1,000 delivered messages.
