Following up property leads on WhatsApp: a script and a schedule

The first WhatsApp reply to a property lead, the one question worth asking, and a 14-day schedule of messages and calls with consent and permit checks.

The short answer

Reply to a property lead on WhatsApp within minutes with three things: who you are, the one document they asked about, and one qualifying question. Call once inside the first hour during calling hours, then follow a 14-day schedule of three calls in all and short messages, ending with a polite close. Get consent on the enquiry form and keep permit details with every brochure.

Property leads go cold fast, and the one study we can cite puts a number on it. A 2011 Harvard Business Review analysis by Oldroyd, McElheran and Elkington compared how fast US firms responded to web leads. Firms that tried to make contact within an hour were nearly seven times as likely to qualify a lead as firms that tried an hour later. They were more than 60 times as likely as firms that waited 24 hours or longer. Qualify there meant a real conversation with a key decision maker.

The data is American, from 2011, and about web forms, so use it as a reason to time your own replies rather than as a UAE benchmark. It's an association, not proof that speed alone caused the result. The same audit of 2,241 US companies found that 37% responded within an hour and 23% never responded at all. Reply speed, or speed to lead, is mostly a question of who is on shift, which is why this guide ends with a rota.

What goes in the first WhatsApp reply?

A good first reply says who you are, gives the one document the lead asked about, and asks one question. Send it within five minutes during staffed hours. The research above only measured the first hour, so five minutes is our target rather than a finding. The three versions below use made-up names, so swap in yours.

  • They asked about price: "Hi Sara, it's Omar from [brokerage]. Prices at [project] start from [entry price] and the payment plan is attached. Is this to live in, or as an investment?"
  • They asked nothing: "Hi Sara, it's Omar from [brokerage]. You asked about [project] a few minutes ago, so here are the floor plans. Which matters more to you, the location or the payment plan?"
  • They wrote in Arabic: reply in Arabic, from someone who writes it natively. A translated script reads like a script.

Send one document rather than the whole brochure, and put the question last, because the last line is the one people answer. Out of hours, an automatic holding message is fine if it says it's automatic and says when a person will write. A bot pretending to be Omar isn't.

In what order do you ask the questions?

One question per message, running from easy to personal. The ladder below is the order, with what to do when a step gets no answer.

  1. 01Live in or invest? It sets the brochure and the tone. If they ignore it, ask the next question anyway and come back to this one on the call.
  2. 02When do they want to decide: this month, within three months, or later? A lead who answers 'later' isn't a failure. Move them to a monthly check-in and free the viewing slot for someone else.
  3. 03Budget, offered as bands rather than as a blank, because people answer a menu faster than they answer an empty box. If they won't say, send two units at different prices and see which one they open.
  4. 04Cash or mortgage? Save this one for the call, where the follow-up questions come quickly.
  5. 05Viewing, offered as two specific slots rather than 'when are you free?'. If they're overseas, offer a video walk-through and read the guide to marketing Dubai property to overseas buyers.

What does the 14-day schedule look like?

The schedule runs on calendar days from the enquiry and uses three calls and a handful of short messages. A lead who qualifies drops out of it and goes to a closer through your lead routing, and a lead who says no drops out of it and into the CRM with the reason.

3Call and messageThe second and last call of week one, then a one-line message naming a specific unit that matches what they told youOffer two viewing slots instead of an open question
5WhatsAppA real update: a price step, a phase closing or a unit that fits. Skip this touch if you have nothing true to sayReply the same hour
8Call and messageOne call, then an offer of a video walk-through if they aren't in DubaiAsk what has changed since last week
10WhatsAppAsk whether plans have changed, with two options to tap: still looking, or not nowLog the answer in the CRM the same day
14WhatsAppA closing message that says you'll stop, and that a reply of 'later' gets a check-in in two monthsHonour whichever they choose and record it

Three calls in 14 days is the schedule's ceiling, and a lead who enquires after 6 pm gets the WhatsApp reply at once and the first call at 9 am. Clyde & Co's summary of the UAE telemarketing rules reports a cap of one call a day and two a week when calls go unanswered, and the schedule stays under it. The close on day 14 is the courteous end, and it keeps the door open for the lead who wasn't ready.

What do the UAE rules say about calls and messages?

For calls, Clyde & Co reports that Cabinet Resolutions No. 56 and No. 57 of 2024, in force from 27 August 2024, restrict marketing calls to between 9 am and 6 pm. The same summary reports a Do Not Call Register, with fines that escalate for repeat violations. Whether a call to someone who has just asked about a property counts as a marketing call is a question for your lawyer, and the schedule keeps to the reported limits either way.

For text messages, the TDRA FAQ says marketing texts need prior explicit consent, should carry a free unsubscribe option and may only go out between 7 am and 9 pm UAE time. That covers texts rather than WhatsApp, and we haven't found a rule that sets hours for WhatsApp. We borrow the strictest nearby rule as a guide and keep marketing messages inside 7 am to 9 pm unless the lead is the one writing at that hour.

For consent, put it in writing at the form. Name WhatsApp and phone in the consent line, store the wording and the time with the lead, and honour 'stop' at once. The PDPL, Federal Decree-Law No. 45 of 2021, is the federal personal data law, and Morgan Lewis reported on 15 June 2026 that its implementing regulations still hadn't been issued. Date any statement about its status, because it can change.

For permits, anything you send about a specific property is advertising material. A Dubai Land Department statement from October 2020 put the starting fine for advertising without the required permits at AED 50,000, so send only brochures and listings that already carry their permit details. Ask DLD whether a one-to-one message needs the number shown, because we haven't seen that answered in the sources we rely on. This isn't legal advice.

What does the schedule cost, and who covers Saturday?

The schedule costs staff time first and message fees second. On the WhatsApp Business Platform Meta has charged per delivered message since 1 July 2025, and from 1 October 2026 it charges for service messages again, leaving 1,000 free delivered service messages per business number each month. Picture a made-up team that gets 600 leads a month and sends up to seven messages to each, which comes to at most 4,200 messages to price.

Read Meta's current UAE rate card before you load a schedule into automation, and note that Meta's own table shows a marketing rate increase for the UAE from 1 October 2026. On the Business API, a message sent more than 24 hours after the lead's last reply has to be an approved template message, while the ordinary Business app lets a person write freely. Automate the quiet days, such as days 5 and 10, through marketing automation, and keep the first reply and the calls human. The wider process is in a lead follow-up process for UAE sales teams.

Someone has to own the weekend, because leads don't follow the federal week. Since 1 January 2022 the UAE federal government has kept a Saturday and Sunday weekend with a half day on Friday, while private companies set their own week. An enquiry that arrives at 9 pm on a Friday still waits until Monday unless a named person covers it. Before the first lead arrives, put one name next to every day of the schedule, Saturday and Sunday included.

Questions people ask

01How fast should I reply to a property lead on WhatsApp?

Aim for five minutes during staffed hours and never longer than an hour. A 2011 Harvard Business Review study of US companies found that firms contacting web leads within an hour were nearly seven times as likely to qualify them as firms that waited an hour longer. It's old, American and an association, so measure your own reply times.

02How many times should I follow up a property lead?

Over 14 days, plan about three calls and seven short messages, each carrying something new, then a closing message that says you'll stop. Keep calls inside 9 am to 6 pm and well under the reported cap of one a day and two a week when unanswered. Stop earlier if the lead asks you to.

03Do I need consent to message property leads on WhatsApp?

Get it in writing on the form, naming WhatsApp and phone, and store the wording and time. TDRA requires prior explicit consent for marketing text messages, and WhatsApp isn't covered by that FAQ, but explicit consent is the standard worth copying. This isn't legal advice, so confirm with a lawyer.

04Can I send brochures on WhatsApp without a Trakheesi permit?

Treat any brochure about a specific Dubai property as advertising material and send only those that already carry their permit details. A 2020 Dubai Land Department statement set the starting fine for unpermitted advertising at AED 50,000, so the risk is real. Ask DLD how one-to-one messages are treated, because that detail isn't confirmed in our sources.
