VAT on Google and Meta ads in the UAE: what businesses should check
UAE VAT is 5%, but how Google and Meta invoice UAE advertisers isn't confirmed here. What is established as of November 2026, and what to check yourself.
The short answer
As of November 2026, the Ministry of Finance sets UAE VAT at 5% and its VAT page lists no exception for advertising or agency services, so on our reading an agency's fee to a UAE client is taxable at 5%. How Google and Meta invoice UAE advertisers isn't confirmed here. Check one invoice from each platform and ask your accountant. This isn't tax advice.
As of November 2026, only a little about tax on ads can be confirmed from the sources behind this post, and the rest is a checklist. The Ministry of Finance says UAE VAT was introduced on 1 January 2018 at a standard rate of 5%. What couldn't be confirmed is how Google and Meta bill advertisers in the UAE, so this post doesn't guess. It gives you the checks that settle the question from your own paperwork, in an order an accountant can follow. This isn't tax advice.
What does the Ministry of Finance confirm about VAT on marketing?
Two things are confirmed. UAE VAT has a standard rate of 5%, and the Ministry of Finance's VAT page lists exports of services to outside the GCC as zero-rated without making any exception for advertising, marketing or agency services.
From that gap, the reasonable reading is that an agency's fee to a UAE client is standard-rated at 5%. It's an inference from what the page leaves out, not a Federal Tax Authority statement naming agency fees, and no such statement was found. Zero-rating for a client outside the UAE carries conditions your accountant will know, so treat a foreign client as a separate question.
Three things couldn't be confirmed
Three things couldn't be confirmed: how Google and Meta invoice UAE advertisers, whether the reverse charge applies to any platform charge, and how an agency should treat media it re-bills. The table sorts each charge by its status and puts the action beside it.
| Charge | Status as of November 2026 | What to do |
|---|---|---|
| An agency's fee to a UAE client | Inferred as standard-rated at 5% from the Ministry of Finance's VAT page | Check that the invoice shows VAT as a separate line |
| A Google Ads invoice | Not confirmed | Download one invoice and note the company that issued it and any tax line |
| A Meta ads invoice | Not confirmed | Do the same check in your Meta billing section |
| Ad spend an agency pays for and re-bills to you | Not confirmed | Ask the agency in writing how that line is treated, and show your accountant |
| A fee charged to a client outside the UAE | Exports of services outside the GCC are listed as zero-rated, with conditions | Ask your accountant whether the conditions are met |
One term will come up. The reverse charge is the mechanism where the customer and not the supplier accounts for the VAT. Whether it touches any platform charge on your account is an accountant's question, and nothing confirmed here answers it.
Six checks on your own paperwork
- Find out whether your business is registered for VAT. The Federal Tax Authority publishes the registration threshold and the process, and your accountant will know where your turnover sits.
- Open the billing section of each ad account and download one invoice or receipt. Note the company that issued it, any tax line, and whether your tax registration number is recorded on the account.
- Check the billing country and business name on each account against your trade licence, because a mismatch is the cheapest thing to fix before the invoices pile up.
- Read your agency's invoice. The fee should show VAT as a separate line, and if ad spend appears on the invoice at all, ask how that line is treated.
- Check whether the cost figures in your ad dashboards include tax. If the dashboard's spend and your bank statement differ, the tax line is the first place to look.
- Send the invoices and the questions below to your accountant before you raise any budget.
Five questions for your accountant
- Is VAT charged on our platform invoices, and by which company?
- Does the reverse charge apply to any of them, and how is it recorded?
- Can we recover the VAT on marketing invoices, and under what conditions?
- How should we treat media that an agency pays for and re-bills to us?
- Does our licence type, mainland or free zone, change any of these answers?
Budget as if 5% sits on top of every agency quote
Treat every agency figure as plus 5% until the quote says otherwise. On a fee of AED 12,000 excluding VAT, the VAT would be AED 600 and the cash cost AED 12,600. Compare quotes on the same basis, excluding VAT with excluding VAT, and ask whether any all-in figure includes it.
Platform spend needs one more step. If tax is added to a platform bill and you can't recover it, your real cost per lead is higher than the dashboard shows, so work it out from the invoice total and not from the dashboard. That's a point about arithmetic and not a statement that Google or Meta adds tax, which the invoice check settles.
Magnetic Keys' published prices exclude VAT, and the ad budget is paid directly to the platforms, so no media sits on our invoice. Whatever tax treatment applies to a platform's charge appears on that platform's invoice to you, which is why the checks above start there. The full price list is on the pricing page, and the posts on Google Ads costs and Meta ads costs show where the tax line fits in a budget.
Pull one invoice from each ad account this week and send it to your accountant with the five questions above. The Federal Tax Authority is the place to confirm what the rules say, and your accountant is the place to learn what they mean for your business. For other rules that touch marketing, see the UAE marketing rules FAQ.
Questions people ask
Is there VAT on Google Ads in the UAE?
The Ministry of Finance sets UAE VAT at 5%, but how Google invoices UAE advertisers isn't something this guide could confirm. Download one invoice from your Google Ads billing page, note the company that issued it and any tax line, and ask your accountant what it means for your business. This isn't tax advice.
Is there tax on Meta ads for UAE businesses?
Whether Meta adds tax to a UAE advertiser's invoices wasn't confirmed as of November 2026, so treat any flat claim, an agency's included, as unchecked until you've seen your own invoice. Look at one invoice or receipt in your Meta billing section for the issuing company and any tax line, and put what you find to your accountant.
Do marketing agencies in Dubai charge VAT?
Treat agency fees as taxable at 5% unless the quote says otherwise. The Ministry of Finance's VAT page lists no exception for advertising or agency services, which is an inference and not a Federal Tax Authority statement. Ask whether any all-in price includes VAT, and confirm with your accountant.
Can I recover VAT on marketing costs?
That depends on your VAT registration and your business, so it's a question for your accountant and not something this guide can confirm. If you aren't registered, assume the VAT on a marketing invoice is a real cost. Keep every invoice so your accountant can check the position.
Is VAT included in Magnetic Keys' prices?
No. Magnetic Keys' published prices exclude VAT, and the ad budget is paid directly to the platforms and never appears on our invoice. At the Ministry of Finance's 5% rate, the VAT on an AED 12,000 fee would be AED 600.
