How to get real estate clients in Dubai as a broker

Eight steps for a Dubai broker: pick one patch, fix your listings, reply inside 15 minutes, and run a weekly routine that fits around viewings.

The short answer

Pick one community and one type of client, then run the same weekly routine: fix your portal listings, reply to every enquiry within 15 minutes, publish one useful piece about your patch, and contact past clients. Dubai had 32,294 registered brokers at the end of 2025, so being the obvious name for a small area beats being visible everywhere.

For the permit types the Dubai Land Department lists, a broker can't advertise a unit without the owner's marketing contract. That makes the owner your first client on any listing and the buyer your second, and most of the routine below is about winning both in a patch small enough to cover.

Dubai had 32,294 registered real estate brokers and 9,785 registered brokerage offices at the end of 2025, according to Dubai Land Department data reported by the Dubai Media Office. A broker who markets to everyone buying property in Dubai is one answer among 32,294 registered brokers. A broker who is the person to ask about one cluster of buildings is a short list.

The method costs time far more than money. It works because it's narrow and repetitive, and the weekly routine at the end takes about seven hours around your viewings.

Eight steps, in order, and what to do when one fails

  1. 01Pick one patch and one kind of client. A patch is a community or a cluster of towers plus a buyer type, such as families buying villas or investors buying small apartments. You have the right one when you can answer without looking anything up what sold nearby this quarter and why, what the service charge covers, and what the drive is at 8 am. If you can't, pick the community you know best and spend two weeks viewing every listing in it.
  2. 02Sort the paperwork before you post anything. Listings and ads need the Dubai Land Department advertising permits that apply to them, and as of November 2026 most types cost AED 1,000 on DLD's page, plus a further AED 20 fee. For the types DLD lists, the owner's marketing contract has to be in place first. If an owner won't sign one, don't advertise that unit: DLD warned in 2020 of fines starting at AED 50,000 for advertising without the right permits.
  3. 03Rebuild your portal listings around the patch. Fix price accuracy first, then the first photo, then take down anything sold. The portal listing guide shows how to measure each portal. If a listing gets views and no enquiries, change the price or the first photo, one at a time, and wait two weeks before touching the other.
  4. 04Measure your real reply time. Pull your last ten enquiries and write down the gap between each arriving and your first answer. The middle figure is the number buyers experience, and the target is 15 minutes in working hours, for reasons speed to lead explains. If viewings make that impossible, save a first message on your phone and arrange for a colleague or assistant to cover your gaps.
  5. 05Publish one useful thing a week about the patch. A 60-second video on a single building, covering who it suits and what's wrong with it, is content only someone who knows the building can make. If nobody watches after six weeks the content is probably about Dubai instead of your patch, so narrow it. The broker personal brand guide goes further, and property consultant branding shows the service behind it.
  6. 06Work past clients and referrals every week. List everyone you've dealt with, tenants included, and contact five a week with something useful rather than an ask, such as what rents are doing on their street. If replies are thin the list has gone stale, so phone instead of messaging.
  7. 07Win owners as well as buyers. Without an owner's marketing contract you can't advertise a unit, so owners matter as much as buyers do. Send the owners in one tower a short monthly note on what sold, what's listed and where asking prices sit, and offer a conversation about their unit. If nobody replies after three months the note is about the market rather than their building, so make it specific to the building.
  8. 08Build a WhatsApp list only from people who asked to be on it. Offer the monthly one-page note on your patch and ask them to reply YES, then record the date and the wording. If few opt in you're asking too early, so give the note first and the invitation second.

What are you allowed to send, and to whom?

As of November 2026, TDRA's FAQ page says marketing text messages may not be sent in the UAE without prior explicit consent, every message should carry a free unsubscribe option, and sending is permitted only between 7 am and 9 pm UAE time. Marketing calls have a different window. Clyde & Co's summary of Cabinet Resolutions No. 56 and No. 57 of 2024 gives 9 am to 6 pm, a limit of one call a day and two a week if unanswered, and a Do Not Call Register.

TDRA's wording covers text messages, and Clyde & Co's summary of the call rules is a law firm's reading rather than the official text, so confirm both with TDRA. For WhatsApp the safe standard is the same: message people who've asked you to. The risks of the alternative are covered in bulk WhatsApp marketing, and this isn't legal advice.

Personal data adds a second reason for caution. The federal law, Federal Decree-Law No. 45 of 2021, still had no implementing regulations at the latest source we could find, Morgan Lewis on 15 June 2026. There's no detailed rulebook to lean on, so keep your list to people who chose to be on it. The PDPL entry explains the law.

Does a broker need an Advertiser Permit to post on social media?

Possibly, and the answer depends on facts about you that no article can see. The National reported in January 2026 that the permit applies to anyone who posts promotional content on social media, paid or not. Gulf News reported it mandatory since 1 February 2026, and the National Media Authority now issues it. People promoting their own products or services, or those of a company they own, through personal accounts are exempt.

A broker posting a brokerage's listings from a personal account is not obviously inside that exemption, and reports differ on who needs the permit at all. One law-firm update is reportedly limiting it to sole establishments. Ask the National Media Authority and your brokerage's compliance contact before you build a posting habit, and read the Advertiser Permit guide. This isn't legal advice.

The UAE federal government's weekend has been Saturday and Sunday with a Friday half day since 1 January 2022, but private companies set their own week. Ask each buyer which slot suits them rather than assuming, and keep one weekday evening open for viewings.

What to change if nothing moves after eight weeks

Find the weakest stage between enquiry and offer, and change only that one.

  • Few enquiries means the listing or the patch is the problem. Check the price against comparable listings and the first photo, then ask whether the patch is too crowded to stand out and narrow it.
  • Enquiries but few viewings means your reply is the problem. Look at the time to first answer, and whether the first two messages asked about budget and timing.
  • Viewings but no offers means fit or price. Ask each person who viewed what they would have needed to see.
  • Offers that fall apart means qualification came too late. Check finance and timing earlier in the conversation.

Change one stage at a time, and compare against your own last four weeks rather than an industry figure. Tracking each enquiry's source and outcome is easier in a proper system, and the real estate CRM checklist covers what to look for. Start with step one today: write your patch as a single sentence naming the community, the buyer and the language you sell in, and put it in the first line of every listing and your WhatsApp Business profile.

Questions people ask

01How do new real estate agents get clients in Dubai?

Narrow the field first. Choose one community and one buyer type, fix your portal listings, reply to every enquiry inside 15 minutes, and contact past clients and referrers every week. With 32,294 registered brokers at the end of 2025, a small patch you know well is easier to win than the whole city.

02Can you cold call property leads in Dubai?

Only inside limits. On Clyde & Co's reading of two 2024 Cabinet resolutions, marketing calls fall between 9 am and 6 pm, unanswered calls are capped, and a Do Not Call Register applies. It's a law firm's summary rather than the official text, so confirm the current rules with TDRA before you build a calling list.

03Do real estate brokers in Dubai need a permit to advertise?

Yes. DLD issues advertising permits through Trakheesi, and some permit types depend on the owner's marketing contract. A 2020 DLD statement put the first fines for advertising without the right permits at AED 50,000. Confirm current rules with DLD before you post.

04Can I message buyers on WhatsApp without asking first?

Don't. TDRA says marketing text messages need prior explicit consent and a free unsubscribe option. That wording covers text messages, but the sensible standard for WhatsApp is the same: message people who asked you to, and keep a record of when and how they agreed.
