Email marketing in the UAE: what still works
Email still does jobs WhatsApp does badly. Which flows to build first, who belongs on your list, how to handle Arabic, and what an email service should do.
The short answer
Email still works in the UAE for the jobs WhatsApp does badly: receipts, quotes, longer explanations and automatic follow-up after an enquiry or a purchase. Build four automated flows before you send any campaign, email only people who asked to hear from you, and set up SPF, DKIM and DMARC on your domain first.
Most UAE businesses should build four automatic emails before they send a single campaign: a first reply, a follow-up on unfinished business, an after-sale message and a win-back. They run without anyone remembering to send them, they reach people while interest is highest, and each one can be measured on its own. A newsletter needs a writer every month. A flow is built once and needs an owner.
Does email still work in a market that lives on WhatsApp?
Yes, for different jobs. DataReportal's Digital 2027 report puts past-month WhatsApp use at 84.1% of UAE internet users aged 16 and over, from GWI's Q2 2026 survey. That tells you where quick conversations happen. It says nothing about where people keep receipts, compare quotes or forward a proposal to a colleague, and those are email jobs.
| Job | ||
|---|---|---|
| Receipts, invoices, contracts and PDFs | Best. People search for them and forward them | A short alert that one has been sent |
| Quotes and proposals that several people read | Best. Easy to forward and attach to | A nudge that the proposal has arrived |
| Delivery windows, appointments today, cash on delivery confirmation | Too slow | Best, with opt-in and an approved template |
| Guides, newsletters and anything longer than a screen | Best | Poor fit |
| Winning back someone who went quiet | Good fit | Only with opt-in, and each delivered message is billed |
The practical rule is to let the channel match the clock. If the message matters in the next hour, use WhatsApp or SMS. If it matters next week, or needs to be kept, use email.
Who should be on your list, and how did they get there?
Only people who asked to be, and you should be able to show when and how. Owning a list means you collected the address yourself from a person who knew what they were signing up for, and you can export it with the date and source against every name. A list you bought, rented or copied from a directory fails that test.
We couldn't confirm a UAE rule written specifically for marketing email. The nearest confirmed one is TDRA's for text messages: prior explicit consent, and a free unsubscribe option in every message. The federal data law, the PDPL, applies too, although a Morgan Lewis report of 15 June 2026 said its implementing regulations had yet to appear. This isn't legal advice. The commercial case doesn't need a regulator anyway, because Google and Yahoo both set their spam-rate lines at 0.3%, and a bought list is the quickest way to cross them.
One route onto a list that won't survive scrutiny is the business card collected at an exhibition. A card is permission to follow up once, not a subscription. Send one personal email with a plain invitation to subscribe, and add the person only if they say yes.
Whatever the route, record what you'd need to prove it. For every address, keep:
- The date and time of sign-up.
- The form, event or page where it happened.
- The exact wording the person saw next to the box.
- The language they chose.
- Whether they confirmed by clicking a link, which is what double opt-in means.
Keep the list itself in an account in your company's name, not only in an agency's or a freelancer's. More on consent is in our guide to PDPL and marketing.
Which emails should you build first?
The ones that send themselves. A flow starts when something happens, such as a sign-up, an abandoned cart, a booking or a purchase, and it builds the habit of being useful before you ask for anything. Campaigns come after, because a campaign needs someone to remember and a flow doesn't.
| Business | Build first | Build next |
|---|---|---|
| Online store | A welcome email with the first-order offer, and an abandoned cart reminder | Order and delivery updates with a review request, and a win-back for customers who haven't bought lately. See five flows every UAE store should build |
| Clinic, salon or gym | Booking confirmation, and a reminder before the visit | A review request after the visit, and a recall when the next visit is due |
| Property developer or broker | An enquiry reply with the brochure and one clear next step, and a follow-up if no viewing is booked | A viewing confirmation and a note afterwards, then a monthly update for people who haven't bought yet |
| B2B services | A same-day recap after every proposal, and a short nudge a few days later | A thank-you and onboarding note after signature, and a quarterly note with something useful for dormant contacts |
| School or training institute | An enquiry reply with fees and dates, and a reminder before the open day | A follow-up after the visit, and deadline reminders for families who haven't applied |
Give each flow one owner and one test: sign up with your own address and watch it arrive. Repeat the test after every change to the website, because a changed form can quietly stop a flow from starting. Flows are the simplest form of marketing automation, and they need a CRM or list tool that holds the right fields, such as language and source.
What changes for Arabic and bilingual lists?
Ask which language the person prefers at sign-up, and send each person that language. Putting both in one email makes it twice as long and half as readable, and it tells the reader you didn't decide who you were talking to.
Arabic runs right to left (RTL), and email apps handle that unevenly. The template needs the direction set for the whole message, not just the text. Lines that mix Arabic with an English brand name, a number or a link need checking in particular, because they can display in the wrong order. Send tests to Gmail, Outlook and the phone's own mail app before anything goes out.
Have a native writer write the Arabic version separately. Gulf phrasing, the level of formality and the length of a subject line all differ from English, and a translation tool produces text that reads like a translation. Our guides to Arabic content writing and Arabic marketing go further.
What do Gmail's and Yahoo's rules mean for a UAE sender?
They apply to mail that lands in Gmail and Yahoo inboxes. Google's bulk-sender rules, in force since 1 February 2024 for anyone above 5,000 messages a day to Gmail, ask for authentication, a spam rate under 0.30% and one-click unsubscribe on marketing mail. Yahoo's, enforced from February 2024, add a two-day deadline for honouring unsubscribes.
Those requirements are written for senders above 5,000 messages a day to Gmail. Smaller senders aren't named in them, but nothing stops you from authenticating, and you should. Our deliverability guide walks through a ten-minute check of your own domain.
What should an email service do for its fee, and when shouldn't you hire one?
A monthly service should do six things, and you should be able to see each one:
- Set up and monitor your sending domain, with a monthly look at bounce and spam-rate data.
- Build, document and re-test the flows, including after every website change.
- Write campaigns separately in English and Arabic, with right-to-left display tested.
- Keep a consent record you can export.
- Report revenue per recipient and revenue by flow, with open rates as a footnote. Some mail apps load images automatically, which records opens nobody made.
- Keep the sending domain, the account and the list in your name.
Our own email and lifecycle work, like most of our monthly services, starts from AED 12,000 a month excluding VAT, priced on scope. That figure is a useful test for any service. Suppose a service costs AED 12,000 a month and your gross margin is 40%. It would then have to add AED 30,000 a month in revenue just to pay for itself, because 12,000 divided by 0.4 is 30,000. Work out what email earns you today before you sign anything.
A line we'd draw, though it's judgement and not a benchmark: with fewer than about 500 real customers or subscribers, a monthly service fee rarely pays back. Set up the welcome and order flows yourself in the cheapest plan your email platform offers, and revisit the question when the list is larger.
Which UAE dates should your email calendar plan around?
Flows should already be running when these arrive. All dates are as of 7 November 2026, and several are expected rather than announced:
- Late November: White Friday. Amazon Ads ties it to American Thanksgiving, with the sale starting the following Friday, which works out as 27 November in 2026. Retailers hadn't announced their dates, so plan for late November.
- 2 and 3 December: National Day, listed by the UAE government portal as a two-day public holiday. Check for a government notice before running a date-specific offer.
- 4 December 2026 to 17 January 2027: the 32nd Dubai Shopping Festival, according to its organiser.
- About 8 February 2027: Ramadan is expected to begin, subject to moon sighting.
- 9 or 10 March 2027: Eid Al Fitr is expected, also subject to moon sighting.
The UAE marketing calendar lists the rest of the year. For now the order of work is clear: authenticate the domain this week, write the welcome email next, and have the cart or enquiry follow-up live before White Friday if you can.
Questions people ask
Is email marketing still effective in the UAE?
Yes, for the right jobs. Email suits receipts, quotes, longer explanations and automatic follow-up, while WhatsApp suits quick, time-critical conversation. In GWI's Q2 2026 survey 84.1% of UAE internet users aged 16 and over had used WhatsApp in the past month, so most businesses need both channels working together.
Do I need consent to send marketing emails in the UAE?
Get it regardless. A rule aimed specifically at marketing email isn't confirmed, but TDRA demands explicit consent before marketing texts, the PDPL is the federal data law, and Gmail and Yahoo penalise high spam-complaint rates. Keep a record of when and how each person signed up. This isn't legal advice.
Should I send email in Arabic or English in the UAE?
Ask each subscriber at sign-up and send them one language, not both stacked in one message. Arabic emails need right-to-left layout tested in Gmail, Outlook and mobile mail apps, and a native Arabic writer, not a translation tool, should produce the copy.
How much does email marketing cost in the UAE?
There is no reliable market price to quote. Our own monthly services, including email and lifecycle work, start from AED 12,000 a month excluding VAT, priced on scope. To test any quote, divide the monthly fee by your gross margin: that is the extra revenue per month the service must add just to break even.
Can I use a bought email list in the UAE?
You can, but you shouldn't. A bought list has no record of anyone agreeing to hear from you, and it is the quickest way to push your spam rate past the 0.3% line that Gmail and Yahoo both set. It also leaves you unable to show where any address came from if a customer asks.
