How to promote a Dubai business in summer: measure the lull first

No verified source says how many residents leave in summer. Test whether you have a lull before cutting spend, then judge ads by cost per reachable lead.

The short answer

Before you change summer spend, test whether your business has a lull at all: index last year's weekly leads to the yearly average and compare June to September. Then judge ads by cost per reachable lead, not cost per click, because cheaper clicks from people who are abroad convert to nothing. Use the quiet weeks to build assets for September.

Spend an hour finding out whether you have a summer lull before you change a dirham of budget. We couldn't find an official month-by-month count of how many residents leave the UAE in summer, so any article that gives you a percentage is guessing. What the Department of Economy and Tourism's numbers do show is that visitors keep arriving: about 869,000 international overnight visitors in August 2026, which Gulf News headlined as the highest monthly level since February.

One caution on that figure. 2026 isn't a normal year to benchmark summer against, and one month tells you nothing about your category. The point is narrower: the city doesn't switch off, and the question is what happens to your own leads.

Do you have a summer lull? A test to run today

  1. 01Export last year's weekly leads, orders or walk-ins. Use whichever your business counts as a result.
  2. 02Divide each week by the average week of the whole year and multiply by 100. A normal week scores 100.
  3. 03Look at the lowest weeks between June and September. Say a made-up clinic averages 50 enquiries a week and logs 31 in mid-July: that's an index of 62.
  4. 04As a working rule, not a measured benchmark, treat anything under about 80 as a lull worth planning for. Above that, keep your normal plan.
  5. 05If you have no history, start tracking now and decide in April, not in July.

Then check quality as well as volume, because the two can move separately:

Why are cheaper clicks not always cheaper leads?

Because a lead who is abroad can fill in a form and still never answer the phone or come in. If your service needs the customer to be here, summer can make clicks cheaper and leads dearer at once.

Work out the cost per reachable lead: spend divided by leads, divided again by the share you actually reach. Take a made-up case where a click costs AED 4, one click in ten becomes a lead, and 80% of leads answer. A reachable lead costs AED 50. In summer, say clicks fall to AED 3, still one in ten convert, but only 55% answer. A reachable lead now costs about AED 55, even though clicks are 25% cheaper.

So track the share reached and the share who show up by week, next to cost per click. A cheap click that never answers is the most expensive kind. If you'd like the maths behind a ceiling, see cost per lead and the cost per qualified lead entry.

Should you cut ad spend in summer?

Cut only what the test says to cut. No verified UAE data says ad costs fall in summer; they might, and the way to know is to hold your budget flat for two weeks in early summer and compare with May. Judge the change on cost per reachable lead, using at least 30 conversions before you decide, which is Google's own guide for judging Smart Bidding results.

Keep brand search and retargeting running. They're cheap and they catch people who return in September. Cut the broad prospecting that needs a customer who is here today.

How do you keep leads from going cold while staff are on leave?

Cover first replies on a rota with one named person per week. A 2011 Harvard Business Review study of US companies, reported by SmartCompany, found firms that tried to contact web leads within an hour were nearly seven times as likely to qualify them as firms that tried an hour later. It's old, American and an association, not proof, but summer is when response times slip.

Add one question to the form or the first WhatsApp reply: when would you like to come in? A lead who says 'after September' isn't a miss. Tag them and send a message in the weeks before schools restart.

What do you build now so September is faster?

Use the quiet weeks for assets that keep their value: reviews, your Google Business Profile, page speed, CRM clean-up, and the creative for what follows. The 2026 autumn runs White Friday on 27 November, the Dubai Shopping Festival from 4 December and Ramadan expected on 8 February. Dates for 2027 hadn't been announced when we wrote this, so use 2026 as a template and see the UAE marketing calendar.

For residents who stay, make the offer easy to act on: clear indoor-friendly hours, family bundles, a booking link. If you're a visitor-facing business, the numbers above say visitors still come. Next step: run the index test on last summer this week. If you'd rather have it done, performance marketing is the service for reading results this way.

Questions people ask

01Is summer a slow season for businesses in Dubai?

It depends on your category, and no verified month-by-month figure for residents leaving was available. Test it: index each week of last June to September against your yearly weekly average. If your lowest week scores under about 80, you have a lull worth planning for.

02Should I stop advertising in the UAE in summer?

Not by default. Cut broad prospecting only if your own test shows a lull, and keep brand search and retargeting. Judge any change on cost per reachable lead, because clicks from people abroad can be cheap and still never answer.

03Are ads cheaper in the UAE in summer?

No verified UAE figure says so. They may be, but a lower cost per click doesn't mean a lower cost per customer. Hold budget flat for two weeks, compare with May, and wait for at least 30 conversions before you decide.

04How many tourists visit Dubai in summer?

The Department of Economy and Tourism's count for the first eight months of 2026 is 6.97 million international overnight visitors, including about 869,000 in August. That year isn't a normal benchmark, so date any tourism claim and use your own bookings for planning.
