Real estate lead generation in Abu Dhabi: what's different from Dubai

What carries over from Dubai, what doesn't, seven questions for Abu Dhabi's authority before the first ad, and a 30-day test that protects Dubai.

The short answer

Most of a Dubai lead generation plan carries over to Abu Dhabi, except the real estate rules. Federal rules on calls, texts, social posts and misleading prices apply UAE-wide. The Dubai Land Department's permits, fee schedule and Golden Visa page are Dubai's, so get Abu Dhabi's answers in writing before the first ad, then test with a capped budget.

Before you copy a Dubai campaign into Abu Dhabi, change the paperwork. The permit that lets you advertise a Dubai property comes from the Dubai Land Department, and nothing on the page we rely on says it covers Abu Dhabi.

Everything else in a Dubai playbook can be tested in Abu Dhabi with your own numbers. The permit shouldn't be tested at all. It should be answered, in writing, before the first ad runs.

What carries over from Dubai, and what doesn't?

Rules set by federal bodies apply across the UAE, and rules set by Dubai's real estate authority apply to Dubai. The table sorts the ones we can source, as of November 2026.

Rule or factSourceIn Abu Dhabi
Marketing calls only between 9 am and 6 pm, with caps on repeat callsCabinet Resolutions No. 56 and No. 57 of 2024, as summarised by Clyde & CoUAE-wide, so it carries over

Carry the federal rules over unchanged: calls, texts, social posts and misleading prices. Treat Dubai's permit, fee schedule and Golden Visa page as unanswered for Abu Dhabi until its authority has replied in writing. For the Dubai side of the permit, the Trakheesi permit guide explains the workflow.

What should you ask Abu Dhabi's authority before the first ad?

Ask these seven questions in writing and keep the reply. Abu Dhabi has its own real estate authority, separate from the Dubai Land Department, and we haven't verified its current name or process for this guide. Find it from the Abu Dhabi government's own website, and treat anyone who answers for it without linking to its page, blog posts included, as guessing.

  1. 01Which permit or registration does an advertisement for an Abu Dhabi property need, and who applies for it: the developer, the owner or the broker?
  2. 02What must appear on the advertisement itself, and where? Ask separately about search ads, social posts, video, portal listings and WhatsApp brochures.
  3. 03What does it cost, and how long does it take to issue?
  4. 04What are the penalties for advertising without it? Ask for the current schedule, because a press statement from a few years ago won't tell you.
  5. 05Which areas can a non-resident buy in, and on what terms? Build the campaign structure around the answer, one ad group per area.
  6. 06What registration and transfer fees apply to a sale, and who is charged what?
  7. 07Does the Golden Visa threshold work the same way for Abu Dhabi property? Ask ICP as well as the local authority.

If the answers arrive after your launch date, move the launch date. A permit problem found after launch costs a paused campaign at best. In Dubai, DLD put the opening fine for advertising without the required permits at AED 50,000 in October 2020, which is the kind of precedent worth keeping in mind.

Is the Abu Dhabi buyer different from the Dubai buyer?

We can't source a difference, so measure yours. Be wary of any statement about how the Abu Dhabi buyer differs, in nationality, budget or language, that doesn't name a source and a date. The UAE government portal says expatriates outnumber nationals and names Arabic as the official language, but it gives no percentage, and the UAE-wide figures we can source don't split by emirate.

Tag every lead with the emirate of the property and the country code of the phone number. After 30 qualified leads, compare the two emirates on four numbers: median minutes to the first human reply, qualified rate, viewing rate, and the share of first messages written in Arabic. Differences in those four will tell you more than any article, this one included. Arabic or English marketing in the UAE covers how to act on the language result.

How do you run a 30-day test without wrecking Dubai?

Cap the test, separate it and judge it on cost per qualified lead. The sequence below keeps Dubai's results readable while Abu Dhabi earns its place.

  1. 01Before day 1: written answers from Abu Dhabi's authority and the permit in hand. If either is missing, the test hasn't started.
  2. 02Day 1: build separate campaigns, not just ad groups, with their own budget and their own conversion label, capped at a fifth of your property ad budget. Dubai's numbers then stay clean.
  3. 03Day 1: build new landing pages that use Abu Dhabi areas, Abu Dhabi fees and Abu Dhabi project facts from Abu Dhabi sources. A Dubai page with the city name swapped is the quickest way to publish a wrong fee.
  4. 04Day 1: agree who handles Abu Dhabi viewings the next day and who answers at 9 pm on a Friday, through your lead routing. A lead you can't view quickly goes cold.
  5. 05Day 30 or the thirtieth qualified lead, whichever comes later: compare cost per qualified lead with Dubai's figure from the same month.
  6. 06Decide by the gap. Within 25% of Dubai's, raise the budget in steps and re-check each fortnight. More than double, pause and read the lead notes before touching a bid. Anywhere between, run another 30 days.

The 25% and double thresholds are our rule of thumb, not a benchmark. Google's guide recommends at least 30 conversions before you judge Smart Bidding results, which is why the test waits for volume rather than ending on a date.

Where do Dubai habits hurt in Abu Dhabi?

  • Quoting Dubai's 2% and 2% fee schedule on an Abu Dhabi page, when the figure is Dubai Land Department's for Dubai.
  • Leaving 'Dubai' in headlines and keywords after a find-and-replace. Check the search terms report for it in week one.
  • Reporting one blended number. A strong Dubai month averaged with a weak Abu Dhabi test makes both unreadable.
  • Promising Abu Dhabi viewings that a Dubai-based team can't staff.
  • Putting a Golden Visa claim on a unit whose eligibility nobody has confirmed with ICP.

The broader contrast between the two cities is in marketing in Abu Dhabi versus Dubai, and the Abu Dhabi page covers how we work there. Start with question one this week, because everything else on this page waits for its answer.

Questions people ask

01Do I need a Trakheesi permit to advertise property in Abu Dhabi?

Trakheesi is the Dubai Land Department's system, and the page we rely on doesn't say it covers Abu Dhabi. Abu Dhabi has its own real estate authority, so ask it directly which permit applies, what must appear on the ad, and what the penalties are. Get the reply in writing before you launch. This isn't legal advice.

02Can I reuse my Dubai real estate campaign in Abu Dhabi?

Reuse the structure and the testing method, not the pages or the permit. Landing pages must carry Abu Dhabi areas, fees and project facts, and Dubai's registration fee of 2% from each side belongs to the Dubai Land Department's schedule. Run Abu Dhabi as a separate, capped campaign so Dubai's results stay readable.

03Are the UAE's calling and messaging rules the same in Abu Dhabi?

Yes for the federal rules. Clyde & Co reports that marketing calls are limited to 9 am to 6 pm UAE-wide, TDRA requires prior explicit consent for marketing texts, and the Advertiser Permit comes from the federal National Media Authority. Real estate permits and fees are different, because they come from the emirate's own authority.

04How much budget should I test Abu Dhabi with?

Cap the test at about a fifth of your property ad budget, in separate campaigns, and run it until you have 30 qualified leads or 30 days, whichever comes later. Compare cost per qualified lead with your Dubai figure for the same month. That cap is our rule of thumb, not an industry benchmark.
