Tone of voice is the documented set of principles governing how a brand writes and speaks — vocabulary, rhythm, register and the specific things it will and will not say.
A voice guide is only useful if it is prescriptive enough to settle an argument. Adjectives like 'friendly but professional' describe nothing; paired before-and-after examples, banned phrases and register rules per channel describe something a new hire can apply on day one.
